A prelicensing inspection visit was conducted on this date by Licensing Program Analyst (LPA) Brannon, who met with Early Childhood Coordinator, Delia Maria Sanchez (Maria). The center is located at Bailey's Elementary School. Licensee is changing classrooms from room 31 to room 23. Licensee is not changing capacity, and is keeping current capacity of 144 preschool children.

Upon arriving at facility, LPA observed that the preschool is called Bailey's preschool on licensee's banners that advertise their facility, not Firebaugh-Las Deltas Unified School District. LPA reviewed with Maria Sanchez that the name of facility shall be the same as the name on the license. Per Maria, she will review with school board and contact LPA.

This program will operate traditional school-year, daily from 6:45 am to 5:30 pm. Breakfast, lunch, snack that are provided by the elementary cafeteria. There is not a sink with hot water inside classroom to use for food preparation. Ill children will utilize the bathroom located in the school nurse's office. Ill children will be isolated in nurse's office, and staff will remain with child until parents arrive to pick up the child.

1) The metal ramp and sides need to be repaired. The ramp has exposed metal and siding of ramp has paint peeling.
2) The exterior wall of room needs to be repainted due to peeling paint.

4) The sink cabinet has a corner that has exposed wood due to torn off siding.

Room measurements taken and reviewed with Maria Sanchez. There are six preschool classrooms that will be used by preschool children. The total preschool square footage is 4377 which will accommodate 144 preschool children. When measuring the indoor space, the teachers' desk areas took the place of 12 children. This would lower the capacity from 144 to 132 preschool children. In order to keep the capacity at 144, the teachers' desk areas were removed.

Adequate storage space available for children's belongings. Outdoor storage is available for toys and equipment. Toys and equipment are age appropriate. Outdoor measurements taken on this date total 11078 square feet which will accommodate the capacity of 144 preschool children.

Adequate shade is available in the outdoor activity area. The applicant is using wood chip for cushioning under the outdoor climbing structure. There are two play yards. Both play yards have permanent shade structures. One shade structure has cushioning around the metal poles. The other shade structure does not. LPA is recommending that licensee install cushioning around all of the poles of the shade structure. This helps prevent a serious injury from occurring when a child runs into the metal shade structure pole. Drinking water is accessible to children. On one play yard, there are outside drinking water fountains. On the other play yard, licensee is utilizing an igloo with a disposable cup dispenser and disposable cups.

There are 15 toilets and 10 sinks/hand washing fixtures in the children's bathrooms. At this time, the two small restrooms are under construction. This construction which will be completed by the first week of September 2019. These sinks, toilets and urinals will accommodate 144 preschool children. Each classroom has a drinking fountain and a sink.
The fire clearance has been received and approved for 200 children; 144 preschool children and 56 school age children.

This facility provides Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department.
