On 08/11/2021, Licensing Program Analyst (LPA) Juvenal Moctezuma conducted an announced Case Management inspection and met with Teacher on assignment, Kim Beckwith & Early Learning Manager, Katy Madden. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on the premises of Hidalgo Elementary School on 3550 E. Thomas in Fresno, CA. Licensee has changed classrooms from the old Preschool Classroom to Room K1 and keeping the same capacity - 21 preschool children. This program will operate on a traditional school year schedule and will have a morning and afternoon session from 8:00 AM to 11:00 AM and 12:00 PM to 3:00 PM.

Kim Stated children usually have breakfast & lunch in the school cafeteria. AM & PM Snacks are also provided by Fresno Unified School District. The food is prepared on site. Staff will utilize the staff bathroom located by the front office. Ill children will be isolated in the nurses office and use the bathroom located there. The classroom was observed to be clean and free of toxins. The cleaning items/supplies will be stored in the teachers office which will remain closed and locked during day-care hours. LPA observed that the furniture and equipment appeared to be safe and in good condition. There are plenty of age appropriate items, tables, & chairs to meet the requested capacity.

Room measurements were taken and reviewed with Kim. The total inside preschool area measured to an approximate 843 square feet which will accommodate the requested preschool capacity. There is adequate storage space available for children's belongings. Toys and equipment are age appropriate. There is a total of 1 toilet and 2 sinks/hand washing fixtures available to children. Kim stated that both the boys and the girls TK bathroom down the hall will be designated for preschool to use as well. A bathroom waiver was submitted and pending approval. Kim understands that children will need be escorted to and from bathroom at all times and there should not be any commingling with school age children. There is a water fountain inside the classroom and outdoors but due to Covid they will not be used. Kim stated that the classroom will use a water jug and disposable cups for drinking water both indoor and outdoor during Covid.

The outdoor play are will be shared with Transitional Kindergartners and kindergarten children. Kim stated that they have created a schedule so all classrooms do not go out at the same time. A waiver has been submitted and pending approval. The outdoor measurements were taken and reviewed with Kim during the inspection. The outside preschool playground was measured to an approximate 16,200 square feet which will accommodate the requested preschool capacity of 21 preschool children. There are mature trees for shade. LPA observed that some tree roots were sticking out. LPA advised Kim to make sure they are trimmed or removed to prevent any injuries. There are also mushrooms out in the play yard. Kim stated that they will request maintenance to take them out. The licensee is using wood chips for cushioning under the outdoor climbing structure. Kim stated that the preschool will be next in rotation and will get more wood chips to cushion the fall zones. The climbing structure has an age sticker for 2-12 years old. LPA also observed a metal dome that children can use to play. LPA asked Kim to look at the specifications and see if its age appropriate. LPA reminded licensee to make sure they have visual supervision of children at all times.

A fire clearance for 21 children was received and granted by the Fresno County Fire Department on 08/10/2021.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. The following items must be completed prior to issuing a license by 08/16/2021.

Corrections:

  • Remove or cover tree roots to prevent injuries.
  • Get more wood chips to cushion fall zones.
  • Remove mushrooms out in the play yard.
  • Get metal dome specifications and see if its age appropriate.
  • Temporary relocation letter for emergency disaster plan.
  • Paper towel dispenser in children's bathroom and trash can.
