On 09/17/2024, Licensing Program Analyst (LPA) Aurelio Mendoza conducted an unannounced annual required inspection of the facility for the school age license. LPA met with Director Monica Curry and toured the facility, both indoors and outdoors. The facility operates Monday through Friday, from 7:00 AM to 6:00 PM.

All poisons are securely stored in a locked area, and none were observed during the inspection. Disinfectants, cleaning solutions, medications, and other hazardous items are kept inaccessible to children.

There is no swimming pool or other bodies of water on the premises. The facility does not allow or store firearms or ammunition on the premises.

Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. Playground equipment is in safe condition, also free of sharp, loose, or pointed parts. The surface of the outdoor activity space could benefit from some upkeep, specifically additional wood chips, to ensure a smoother transition from cement to ground. It was also recommended that exposed root systems in the playground be covered with wood chips to prevent hazards. Cushioning material is in place around high-climbing equipment, swings, and slides to absorb falls.

All toilets and hand washing facilities are in safe, sanitary operating condition. The facility has one or more functioning carbon monoxide detectors. The floors are clean and safe. Solid waste storage containers are equipped with tight-fitting lids and are in good repair.

Drinking water is available both indoors and outdoors. The facility provides water through personal water bottles, a water dispenser, and disposable cups. The facility also provides meals and snacks to the children, with food prepared on-site. Menus are posted at least one week in advance where they are accessible to authorized representatives.

The facility is adhering to the capacity and limitations specified on the license. At least one staff member trained in CPR and Pediatric First Aid is always present when children are at the facility or on offsite activities. The child care center director or fully qualified teacher designated to act in the director’s absence has been reported to the Department. All children are under continuous visual supervision by a teacher. The facility meets teacher-child ratio requirements.

LPA reviewed a sample of children’s files and found them to be complete, containing contact information for authorized representatives and relatives, as well as medical assessments. LPA also reviewed a sample of staff files, confirming that they were complete with health screenings, immunization records (for influenza, pertussis, and measles), and current documentation of completed mandated reporter training.

LPA discussed the Community Care Licensing website (www.ccld.ca.gov), which provides access to resources, such as forms, regulations, Provider Information Notices (PINs), and Quarterly Updates.

LPA reviewed Reporting Requirements as outlined in the regulations (Section 101212).

Director Monica Curry was reminded that all adults 18 and over, including employees and volunteers (except as specified in Health and Safety Code section 1596.871), must obtain a criminal record clearance or exemption—or transfer an existing clearance or exemption—before they are allowed in the Child Care Center. A civil penalty of $100.00 per day, up to a maximum of 5 days, or up to 30 days for repeat violations, will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) built before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination by January 1, 2023, and every 5 years thereafter. For child care centers licensed after July 1, 2022, the licensee must test their water for lead within 180 days of licensure, as per Written Directives Section 101700 (PIN 21-21.1-CCP). LPA verified that lead testing was completed according to these Written Directives. LPA informed Director Monica Curry to visit the Department website for further information on lead testing: www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information.

LPA also discussed safe sleep regulations with Director Monica Curry and directed them to the Child Care Licensing Safe Sleep webpage (https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep) as a resource. LPA advised Director to regularly check the United States Consumer Product Safety Commission (CPSC) website (https://www.cpsc.gov/) for recalled infant devices and recommended registering all infant devices with the CPSC to be notified of any recalls.

At this time, Director Monica Curry stated that the facility does not provide Incidental Medical Services (IMS). LPA reviewed the storage of medication and equipment/supplies, as well as children’s, personnel, and administrative records. For IMS information, refer to PIN 22-02-CCP. LPA also provided the following ADA information: U.S. Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice) or (800) 514-0383 (TTY), and a link to the publication "Commonly Asked Questions about Child Care Centers and the ADA" (https://www.ada.gov/resources/child-care-centers/).

Director Monica Curry was informed of the MyChildCarePlan.org website, a consumer education platform that connects families with child care providers and Resource and Referral Agencies (R&Rs) throughout California.
