25 | On 11/14/23, Licensing Program Analyst (LPA) Denisia Jimenez conducted an unannounced case management inspection. LPA met with Director Tasha Avalos. The purpose of the inspection was to follow up on information our department received while conducting interviews regarding a complaint.
It was stated through interviews that staff have withheld snacks from day care children when they have behavioral issues on separate occasions. An incident occurred where 3-day care children did not listen to the staff and a snack was withheld from the children. Another incident occurred where staff withheld a snack from one day care child because they did not want to wash their hands. Once the day care child washed its hands, the staff attempted to give the child a snack, but the child refused. This incident was brought to the Assistant director’s attention whom then went and spoke to staff and notified them to never withhold snacks from day care children. The Director stated they would retrain the staff on personal rights of a child.
Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, the following deficiency is being cited: (see next page, 809 D).
