32 | Upon LPAs arrival at the school site, LPA met with school Principal and staff up-front asking for directions to the preschool classroom and explained the reason of the inspection and what department LPA was from. The front Staff or school principal did not know who LPA was and stated that they could not allow LPA to go to the preschool classroom. LPA showed their state badge and explained their job duties and the reason for todays inspection and that the department conducts unannounced inspections. LPA notified the principal that if they do not allow LPA to inspect the preschool site, then the preschool would be cited inspection authority. After waiting for approximately 15 minutes, the principal walked LPA to the preschool classroom. LPA notified Trudy that the preschool is getting a deficiency type B regarding inspection authority. Appeal rights were explained and provided to Trudy.
