Licensing Program Analyst (LPA) Juvenal Moctezuma conducted an unannounced Annual/Random Inspection and met with Teacher, Trudy Schmidt. The purpose of the inspection was discussed with Trudy and a tour of the center was conducted both inside and outside. LPA took census and observed that the children were playing inside the classroom under the supervision of 3 teachers.

Center operates through the Clovis Unified School District schedule which is from August through First week of June and has two schedules. The morning session is 8:15am to 11:15am and the afternoon session is 12:15pm to 3:15pm, Monday through Friday. Disinfectants, cleaning solutions and all hazardous items are stored in a high cabinet which is remained closed and is inaccessible to children in care. Trudy stated that the center provides Incidental Medical Services (IMS). The medication is stored in a locked file cabinet. Furniture and equipment appear to be safe and in good condition. LPA reminded Trudy to get rid of any toys or equipment that are broken or malfunctioning. Floors are clean and safe, and all trash containers have tight fitting covers. The bathrooms were observed to be clean and are kept free of toxins and in sanitary operating condition. The center provides both breakfast and lunch. Trudy stated that food is prepared on site. Children and staff go to the cafeteria to pick up their food and bring back their food to the classroom to eat. The menus and schedules are posted outside the classroom. Drinking water is readily available both indoor and outdoor. Playground equipment observed to be safe and free of hazards. LPA reminded licensee to make sure she checks the outdoor play area before children go outside and play.

Staff records reviewed contain appropriate documentation of education credits. LPA also advised Trudy to make sure teachers are always having visual observation of the children when playing outside. All staff have a criminal record clearance. Current CPR and First Aid cards were verified for staff present. Children's records reviewed contain all required documents. Trudy stated that there are no guns or ammunition in the center and LPA did not observe any bodies of water during the inspection. Facility has a functioning carbon monoxide detector that meets statutory requirements. LPA provided information regarding the New Lead Guidelines.

Upon LPAs arrival at the school site, LPA met with school Principal and staff up-front asking for directions to the preschool classroom and explained the reason of the inspection and what department LPA was from. The front Staff or school principal did not know who LPA was and stated that they could not allow LPA to go to the preschool classroom. LPA showed their state badge and explained their job duties and the reason for todays inspection and that the department conducts unannounced inspections. LPA notified the principal that if they do not allow LPA to inspect the preschool site, then the preschool would be cited inspection authority. After waiting for approximately 15 minutes, the principal walked LPA to the preschool classroom. LPA notified Trudy that the preschool is getting a deficiency type B regarding inspection authority. Appeal rights were explained and provided to Trudy.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.
