On 08/11/2021, Licensing Program Analyst (LPA) Juvenal Moctezuma conducted an announced Case Management inspection and met with Teacher on assignment, Kim Beckwith & Early Learning Manager, Katy Madden. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on the premises of Anthony Elementary School on 1542 E. Webster in Fresno, CA. Licensee has changed classrooms from the old Preschool Classroom to Room K2 and keeping the same capacity - 24 preschool children. This program will operate on a traditional school year schedule and will have a morning and afternoon session from 8:00 AM to 11:00 AM and 12:00 PM to 3:00 PM.

Kim Stated children usually have breakfast & lunch in the school cafeteria. AM & PM Snacks are also provided by Fresno Unified School District. The food is prepared on site. Staff will utilize the staff bathroom located by the front office. Ill children will be isolated in the nurses office and use the bathroom located in the nurses office. The classroom was observed to be clean and free of toxins. The cleaning items/supplies will be stored underneath the classroom sink which will remain locked during day-care hours. LPA observed that the furniture and equipment appeared to be safe and in good condition. There are plenty of age appropriate items, tables, & chairs to meet the requested capacity.

Room measurements were taken and reviewed with Kim. The total inside preschool area measured to an approximate 840 square feet which will accommodate the requested preschool capacity. There is adequate storage space available for children's belongings. Toys and equipment are age appropriate. There is a total of 1 toilet and 2 sinks/hand washing fixtures available to children. Kim stated that both the boys and the girls TK bathroom down the hall will be designated for preschool to use as well. A bathroom waiver was submitted and pending approval. Kim understands that children will need be escorted to and from bathroom at all times and there should not be any commingling with school age children. There is a water fountain inside the classroom and outdoors but due to Covid they will not be used. Kim stated that the classroom will use a water jug and disposable cups for drinking water both indoor and outdoor during Covid.

The outdoor play are will be shared with Transitional Kindergartners and kindergarten children. Kim stated that they have created a schedule so all classrooms do not go out at the same time. An amended waiver has been submitted and pending approval. The outdoor measurements were taken and reviewed with Kim during the inspection that was conducted back in 3/12/2019. The outside preschool playground was measured to an approximate 14,146 square feet which will accommodate the requested preschool capacity of 24 preschool children. There are mature trees for shade. The licensee is using wood chips for cushioning under the outdoor climbing structure. Kim stated that the preschool will be next in rotation and will get more wood chips to cushion the fall zones. The climbing structure has an age sticker for 2-12 years old. LPA reminded licensee to make sure they have visual supervision of children at all times.

A fire clearance for 24 children was received and granted by the Fresno County Fire Department on 08/10/2021.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. The following items must be completed prior to issuing a license by 08/16/2021.

Corrections:

  • Get locks for cleaning supply storage cabinet.
  • Get more wood chips to cushion fall zones.
  • Submit proof that the center has water jugs & cup dispensers.
  • Temporary relocation letter


Pending a final file review and completion of above items, a recommendation will be made to license the above facility for a capacity of 24 preschool children.

No deficiencies cited during today's visit.
