25 | On 03/11/2022, Licensing Program Analyst (LPA) Candis Rodriguez conducted an unannounced Case Management inspection at facility. LPA also conducted an unannounced complaint inspection. LPA explained purpose of inspection, toured the facility, and took a census.
LPA interviewed multiple staff members during the complaint inspection. It was discovered through interview that facility has allowed housekeeping staff, who do not have the required Early Education units to be a Teacher or Aide, to cover for Teachers who are on break or not present. Other staff members witnessed Staff #1 and Staff #2 cover for teachers and be left alone with children. LPA reviewed employee files and determined Staff #1 and Staff #2 do not meet the requirements of a qualified teacher or aide, therefore are not qualified to cover breaks for teachers or aides.
It was also revealed through interview with staff members that on at least one occasion, Teacher #1 and Teacher #2 were left with more than 12 children in a classroom.
Sierra Burnett stated facility is aware of an issue with teachers having problems asking for assistance. Sierra stated walkie-talkies are on order. On-call staff have been hired recently as well to assist in situations of low staffing availability.
Per California Code of Regulations, Title 22, Division 12, Chapter 1, the following deficiencies are cited (See LIC 809-D). Exit interview conducted with Director Michael Xiong and Sierra Burnett.
Upon receipt of a type A violation, licensee shall post and provide copies of this licensing report to parents/guardians of children in care at this time and to parents/guardians of children newly enrolled at the facility during the next 12 months." The licensee was provided a copy of the of the relevant documents this date. A completed signed copy of the LIC 9224 will be placed in each child's file.
