On 02/27/2020 at 12:30 P.M an unannounced annual/required inspection was conducted by Licensing Program Analyst (LPA) Diane Mercado. LPA met with Director, Celia Tirado. There are no bodies of water or firearms on the premises. Disinfectants, cleaning solutions are inaccessible to children. Furniture and equipment are in good condition. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All storage containers for solid waste, including moveable bins, have tight fitting covers. The licensee takes measures to keep the facility free of flies, other insects, and rodents. No poisons were observed during today’s inspection. The facility has age-appropriate furniture and equipment including, but not limited to, cribs, cots, or mats. A baby walker is not allowed on the premises. The facility has sufficient infant napping equipment. The facility has indoor and outdoor activity space for infants that is physically separate from space used by preschool or school-age children. The childcare center is clean, safe, sanitary, and in good repair at all times. Facility has one or more functioning carbon monoxide detectors. Bottles, dishes, and containers of food brought by the infant's authorized representative are labeled with the infant's name and the current date. While in use, infant changing tables are placed within arm's reach of a sink. The facility ensures that each infant is never left unattended, and under the direct visual supervision of a staff person at all times. The facility is in compliance with the staff-infant ratios required. Prior to working or volunteering in a licensed childcare facility, all individuals subject to criminal record review have obtained a clearance or criminal record exemption. The licensee ensures that personnel records are maintained on the licensee, administrator, and each employee. The name of the new childcare center director or fully qualified teacher(s) designated to act in the director's absence is reported to the Department within 10 days of a change. The facility ensures that staff being utilized as infant teachers meet the qualification requirements. Menus are posted at least one week in advance in a place visible by the child's authorized representative, dated, and kept on file for 30 days, and are made available on request. At least one person trained in Pediatric CPR and First Aid is present when children are at the facility or at off site activities. The facility has an individual feeding plan for each infant that meets the requirements. The facility ensures that each infant has an Infant Needs and Services Plan. Day and hours of operation are year-round Monday through Friday; 7:00 A.M to 6:00 P.M.

Incidental Medical Services (IMS) policy is on file and was discussed. Facility does not have children currently needing IMS. The following information regarding Americans with Disability Act (ADA) was provided: US Department of Justice toll free ADA Information line at (800) 514-0301(voice) and (800) 514-0383 (TDD) and website link https://www.ada.gov/childqanda.htm for Commonly Asked Questions about Child Care Centers and the ADA.

LPA and Director discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINS), Quarterly Updates, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations.



LPA informed Director of required lead testing of drinking water requirement per Assembly Bill 2370 and California Health and Safety Code section 1597.16, which requires licensed childcare center facilities to test their water for lead by January 1, 2023, and subsequent testing every five years after the date of the first test.

Per Chapter 1, Division 12, Title 22 of the California Code of Regulations, no deficiencies observed during today’s inspection. Exit interview was conducted with Director.

This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit form is required to be posted for 30 days.
