On 09/23/2020, Licensing Program Analyst (LPA) Juvenal Moctezuma & Licensing Program Manager, Michael Duarte conducted a Case Management inspection and met with School Principal, Curtis Shamlin. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The licensee is currently licensed for 60 preschool children and is requesting a temporary increase of capacity in conjunction with the unique waiver to care for additional children by adding 6 classrooms. Total capacity being requested is 115.

The center is located on the premises of Charlie Keyan Armenian Community School which is a private school that provides education for children from preschool thru 6th grade. The facility is located at 108 N Villa in Clovis. This program will operate year round Monday thru Friday from 8:15 AM to 3:15 PM. This newly increased of capacity will operate in classrooms labeled 1-4, 7, & 8. Parents have the option to provide lunch or purchase a lunch. Morning and afternoon snacks are provided. Staff have their own bathroom. Ill children will be isolated in each classroom near the teacher's desk and use the staff bathroom. LPA observed that the cleaning products that were underneath a cabinet were not locked or made inaccessible to children in care. LPA reminded Curtis to either place them in a high cabinet or use childcare locks. The classrooms were observed to be clean.



LPA observed that the Furniture and equipment appeared to be safe and in good condition. LPM reminded Curtis to have a working carbon monoxide installed in each classroom. Licensee will keep a maximum of a 14 child cohort ratio in each classroom. Each child has their own individual desk. There are markers outside the classrooms to help maintain social distancing. Licensee stated that they are providing each child with personal protective equipment to use while in care. Curtis stated they parents don't go inside the classroom and only drop off children in the front office to minimize contact. Curtis stated that no visitors are allowed and stated that anyone staying for more than 15 minutes will be required to get their temperature checked.

Room measurements were taken and reviewed with Curtis. The total inside preschool area measured to an approximate 6,584 square feet which will accommodate the requested capacity. There is adequate storage space available for children's belongings. Toys and equipment are age appropriate. There is a total of 2 urinals, 9 toilets, and 9 sinks/hand washing fixtures which will accommodate the requested capacity. Licensee will use water dispensers for indoor drinking water and individual drinking water bottles for outside.

The approximate outside square footage measured today and reviewed with Curtis is 33,243 which will accommodate the requested capacity. LPM reminded Curtis to try and make sure children are still social distancing when playing outside and to make sure its sanitized before a different cohort goes out and uses the playground. The playground provides shade and grass all around. The play structures are age appropriate. There is outside storage for the preschool toys and equipment. The Licensee is using wood chips for cushioning under the outdoor climbing structure. LPM reminded to make sure there's more wood chips to absorbed the fall zone since it appeared that there wasn't enough.

A fire clearance will need to be sent out to the City of Clovis Fire Department to request the newly requested capacity of 115 Children.

The following items must be completed prior to issuing a license by 10/07/2020.

Classrooms

  • Get window screens for all classrooms missing them.
  • Make cleaning supplies inaccessible to children in care
  • Get carbon monoxide
  • Make purses, cables, Clorox wipes Inaccessible to children
  • Make sure trash cans have lids if disposing any left over food/snacks.
