On this date, Licensing Program Analyst (LPA) Diane Mercado and Associate Governmental Program Analyst (AGPA) Stephanie Navarro met with Chief of Operations Gianna Pritchett for an unannounced case management inspection. LPA and AGPA toured the facility and a census was taken. An Unusual Incident Report was submitted to the Fresno Community Care Licensing Office (CCL) regarding an incident that occurred on 09/24/2019, where child #2 shorts were pulled down by child #1 while waiting in line.

LPA and AGPA meet with Teacher #1 who stated that on 09/24/2019, at approximately 02:00PM, children were lined inside the classroom #4 getting ready to go outside. Teacher #1 stated that there were 4 teachers supervising approximately 20 children in classroom #4. Teacher #1 stated there was a teacher at the front of the line and a teacher at the back of the line. Teacher #1 was one of the two teachers gathering children to line up. Teacher #1 stated while directing a child to the line, she looked over and saw child #1 in the act of pulling child #2’s shorts down. Teacher #1 stated as soon as it was observed child #1 reaching for the shorts, she immediately went over to assist child #2. While teacher #1 was assisting child #2, another teacher was speaking to child #1. Child #1 is no longer attending the program.

This appears to be an isolated incident and staff took appropriate measures to address the children, following appropriate policies, regulations, and reporting requirements.

Per Chapter 1, Division 12, Title 22 of the California Code of Regulations, no deficiency was cited during today’s inspection.
