25 | On 2/10/23 Licensing Program Analyst (LPA) Araceli Gibson arrived at the facility to conduct an unannounced Case Management inspection. LPA met with Director, May Gnia Her toured the facility. The purpose of today's inspection was regarding an unusual incident that was reported to the Fresno Childcare Regional Office on 2/10/23. On 02/09/23 Child #1 made an allegation that Staff #1 Touched child in the private parts area, kissed, and rewarded the child. The child then stated she made it up. Staff #1 has denied the allegation. Child #1 was not present. Per parent interview parent also stated the incident the incident did not occur.
During today's inspection LPA conducted interviews with the Director and Staff #1 to gather more information regarding the incident. A CPS report was made to further the investigation. No police report was filed. Staff #1 continues to work at the facility. LPA reviewed the admissions agreement and discussed proactive methods of moving forward and prevention of future incidents. During the inspection LPA reviewed time sheets for Staff #1. Findings were staff #1 was clocked out and not at the facility during the time and date of the alleged incident.
Director also reported bathroom procedures: Our teachers are in side the classroom the bathrooms have four feet tall walls. So the teachers have a view for supervision the teachers never leave the classroom and never touch the children. There are 3 teacher in the classroom at all times. When there is an accident there is a person assisting the child then another teacher directly behind the teacher as a spotter. In addition the facility has cameras installed. Director stated the incident did not occur.
Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited.
