On 11/18/2024, Licensing Program Analyst (LPA) Aurelio Mendoza conducted an unannounced complaint inspection. LPA met with Director Christina Coble, toured the facility, and conducted a census.
The purpose of the inspection was to deliver findings for the following allegations received by the Child Care Licensing Division on 10/21/2024:

1. Staff are operating over ratio.
2. Staff do not supervise children in the restroom.

During the investigation, LPA interviewed the reporting party (RP), Director Christina Coble, staff, parents, and children. Records were reviewed, and observations were made during complaint inspection visits on 10/28/2024, 11/13/2024, and 11/18/2024.

The agency investigated the allegations that:

1. Staff are operating over ratio.
2. Staff do not supervise children in the restroom.

Interviews provided conflicting information. Record reviews and observations supported that the facility was following ratios, and children were observed being supervised during restroom activities. However, there was no definitive evidence to confirm or refute the allegations. Although the allegations may have occurred, there is not a preponderance of evidence to prove the alleged violations did or did not occur. Therefore, the allegations are unsubstantiated.

Per California Code of Regulations, Title 22, Division 12, Chapter 1, no deficiency was cited. An exit interview was conducted, and the report was reviewed with Director Christina Coble. This report shall be made available to the public upon request. A Notice of Site Visit was provided and must remain posted for 30 days. A copy of the Appeal Rights was also provided to the director.
