On 02/04/2025, Licensing Program Analyst (LPA) Aurelio Mendoza conducted an unannounced Annual/Random Inspection for the preschool license. LPA met with Director of School Readiness Christina Coble and toured the facility indoors and outdoors. The facility consists of classrooms #1 and #2, operating Monday to Friday from 7:30 AM to 5:30 PM.

All poisons are locked, and none were observed during the inspection. Disinfectants, cleaning solutions, medication, and hazardous items are inaccessible. No bodies of water, firearms, or ammunition are present.

Furniture and equipment are in good condition, free of hazards. Playground equipment is safe, with appropriate cushioning. The outdoor activity area is well-maintained. Toilets and handwashing facilities are sanitary and functional. The facility has one or more working carbon monoxide detectors. Floors are clean and safe, and solid waste storage containers have tight-fitting covers.

Drinking water is available indoors and outdoors via personal bottles, a water dispenser with disposable cups, and bottled water service. The facility provides meals and snacks, with food prepared offsite and stored in the facility kitchen. Menus are posted at least one week in advance.

The facility operates within its licensed capacity. At least one staff member trained in CPR and Pediatric First Aid is always present. A designated director or fully qualified teacher has been reported to the Department. Children are under visual supervision at all times, and the facility meets teacher-child ratios. A sample review of children’s files confirmed they contain required contact and medical information. Staff files reviewed include health screenings, immunization records, and mandated reporter training documentation. (Continued on LIC809-C)

LPA discussed the Community Care Licensing website (www.ccld.ca.gov) for forms, regulations, Provider Information Notices (PINs), and updates. Reporting Requirements under Section 101212 were reviewed. Facility representatives were reminded that all adults 18 and over must obtain criminal record clearance or exemption before working at the facility. Failure to comply may result in a civil penalty of $100/day for up to five days, or up to 30 days for repeat violations.

Assembly Bill (AB) 2370 requires all Child Care Centers (CCCs) built before 01/01/2010 to test drinking and food preparation water for lead contamination before 01/01/2023, with retesting every five years. Centers licensed after 07/01/2022 must test water within 180 days per Written Directives (PIN 21-21.1-CCP). LPA verified compliance and referred facility representatives to www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information.

This facility provides Incidental Medical Services (IMS). LPA reviewed medication storage, equipment, and records. For IMS details, see PIN 22-02-CCP. Facility representatives were informed about MyChildCarePlan.org, a resource connecting families to child care providers and agencies in California. An exit interview was conducted, and the report was reviewed with Director of School Readiness Christina Coble. Appeal Rights were provided.
