25 | On 02/21/2025, Licensing Program Analyst (LPA) Aurelio Mendoza conducted an unannounced Case Management – Incident inspection. LPA met with Director of School Readiness Christina Coble, explained the purpose of the visit, took a census, and toured the facility.
The inspection was conducted in response to an Unusual Incident Report received by Fresno Child Care Licensing on 02/13/2025, stating that on 02/12/2025, Child #1 allegedly reported to their parent that they had been inappropriately handled by staff.
On 02/13/2025, the parent of Child #1 met with Director Christina Coble and a human resources representative to discuss the concern. During this meeting, the parent’s concerns were acknowledged, and they were informed that an internal review would be conducted to ensure staff adherence to policies regarding child interactions.
As part of the investigation, LPA conducted interviews with staff via phone on 02/13/2025 and 02/20/2025, obtained a statement from the parent on 02/20/2025, and conducted in-person staff interviews and observations during today’s visit. LPA also interviewed Child #1 on 02/21/2025, confirming that they are still attending school, as evidenced by their presence onsite for the interview.
Interviews and record reviews did not indicate that Child #1 was mishandled or treated inappropriately. Interviews with staff confirmed that children, including Child #1, are treated with respect and care. Additionally, Child #1 did not provide a specific date regarding the alleged incident. LPA observations showed staff engaging positively with children, including receiving hugs and interacting in a manner consistent with personal rights guidelines.
