On 08/11/2023, Licensing Program Analyst (LPA) Gloria Reyes conducted an unannounced Annual Required Inspection for the infant license. LPA met with Director, Christina Rodriguez and toured the facility indoors and outdoors. There are no infants present today and facility has been closed for about a year. The center is located at Brletic Elementary School. This program will operate traditional school year unless needed during summer school to meet the high school parents' needs. Days and hours of operation are Monday through Friday from 7:30 AM to 4:30 PM, full time program.

No poisons were observed during the inspection. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible.

There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises.

Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. The dramatic play shelf will be anchored prior to the program officially starting. Playground equipment is in safe condition, free of sharp, loose, or pointed parts. Outdoor storage is not available for toys and equipment. Therefore, staff will bring out play equipment each day. Licensee is aware that if a storage shed is installed on the infant play yard, Licensing shall be notified to conduct an inspection and measure the outside play yard. Toys and equipment are age appropriate. During today's visit, licensee did not have a shade structure. Christina Rodriguez was informed that a canopy covering must installed prior to the infant program officially starting. Covering must be secured and anchored to ground. There are no climbing structures.

All toilets and handwashing facilities are in safe and sanitary operating condition. Christina Rodriguez understands that she will not have more than 5 infants being potty trained. Licensee is aware that there shall be a minimum of one hand washing sink to every 15 infants and one potty chair to every 5 infants being toilet trained. Facility has one or more functioning carbon monoxide detectors. Floors in the facility are clean and safe. A solid waste storage container with a tight-fitting cover must be purchased prior to opening. See next page.

Facility has a bottle service (Alhambra) for drinking water that is available both indoors and for outdoors use. Licensee will be utilizing Sippy cups to provide for infants to use for drinking water. Licensee is aware that each cup will be labeled with the infant's name. Licensee is aware that the sippy cups are to be washed each day after use.

This facility does provide meals and snacks. Food is prepared off site by Brletic cafeteria who will provide breakfast, lunch, and snack. Menus are posted at least one week in advance where an authorized representative can view them.

Capacity and limitations as specified on the license are being maintained. At least one person trained in CPR and Pediatric First Aid is present when children are at the facility or at off site activities. The name of the childcare center director or fully-qualified teacher designated to act in the director’s absence has been reported to the Department. All children are under supervision, including visual supervision, of a teacher at all times. Facility meets teacher-child ratios. LPA reviewed a sample of children’s files. LPA observed that various children records were incomplete, and Christina Rodriguez understands that all records must be complete before the child attends. Infant files reviewed included Infant Needs and Services Plan for C1. However, C2, C3 and C4, must be updated before infant attends program. The Individual Infant Sleeping Plans were missing for C1, C2, C3 and C4. Christina understands that all infant sleep plans must be completed before infant attends the program. LPA reviewed a sample of staff files and observed files were not all complete with health screening for S2, and S3, immunization records for influenza, pertussis and measles were missing for S3, and current documentation of completed mandated reporter training were missing for S1, S2, and S3. All missing records for staff must be completed prior to infant program starting. Staff providing care to infants meet the education requirements.

LPA discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to resources such as forms, regulations Provider Information Notices (PINs), and Quarterly Updates.

LPA discussed Reporting Requirements as outlined in the regulations (Section 101212).

Staff will use the restroom located at United Health Centers located at the portable next door or will use the restroom at Brletic Elementary School District. Staff must always have a qualified staff to meet the teacher-infant ratio.

Christina Rodriguez was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). The facility has a bottle service (Alhambra) for drinking water. Dispenser and disposable cups are available, as well as sippy cups for the younger infants. LPA referred Christina Rodriguez to the Department website for lead: www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information.

LPA discussed safe sleep regulations with Christina Rodriguez and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed Christina Rodriguez of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
