25 | On 04/7/2021, Licensing Program Analysts (LPAs) Juvenal Moctezuma & Cynthia Brannon conducted an unannounced case management inspection. LPAs met with Pastor, Chase Barnhart & Site Supervisor Debbie Burge and explained the reason of the inspection. A tour of the center was conducted and census were taken. A file review with LPM was conducted before visit. During today's inspection, LPAs took census and observed Debbie caring for 7 preschool children in classroom #3 and another staff caring for 3 School Age Children in classroom #4. Licensee wanted to review items needed to increase the preschool capacity by putting up partitions in the sanctuary and using that space as an additional classroom. LPAs observed that the space was not set up for childcare use and advised licensee to set up the space first since a fire clearance would need to be granted.
During the tour of the center, LPAs spoke to site supervisor Debbie regarding the licensee providing care to school age children. LPAs explained that the prior director had requested a waiver to provide care to school age children, but withdrew the request on 03/24/2020. At this time, the licensee has not provided any follow up with the waiver request and does not have a granted waiver to care for school age children. Pastor chase stated that they were using a waiver based on PIN 20-04 CCP. LPAs explained that PIN does not cover a waiver to care for school age children and that PIN has expired.
At this time, the Licensee is not in compliance with their current license conditions. Pastor chase informed LPAs that they were unaware of the situation and conditions to acquire a waiver to continue to provide care for school age children. LPAs provided information regarding the waiver request procedure to care for school age children but advised that they could not care for school age children until the waiver has been granted. Debbie stated that the school age children will no longer come to day-care.
Per Chapter 3, Division 12, Title 22 of the California Code of Regulations, The following deficiency was observed and cited during todays inspection. Appeal rights were provided to Pastor Chase. Site Visit Notice is required to be posted for 30 days. Exit interview was conducted with Pastor, Chase Barnhart.
This report shall be made available to the public upon request.
