On 07/13/2022, Licensing Program Analysts (LPAs) Jeovanna Yanez and Rene Mancinas, conducted an unannounced Annual Required Inspection and was met by Licensee, Emily Preciado. Days and hours of operation are Monday – Friday, from 6:00 AM to 8:00 PM.

LPAs toured the home inside and outside, and a census was taken. Current facility sketch was reviewed, and Licensee confirmed that the living room, kitchen, dining room, play room (formerly called patio), and hallway bathroom are used for providing care and are accessible to children. All other rooms are off-limits and made inaccessible by use of door locks. There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition on the premises. LPAs observed bleach, glass cleaner, KaBoom spray cleaner, shampoo and conditioner in an unlatched bathroom cabinet. LPAs also observed insect killer in the kitchen. Licensee immediately moved these items to an inaccessible area during the inspection. The fireplace located in the living room is made inaccessible by an iron screen and will not be in use during daycare hours. LPAs observed a working fire extinguisher and smoke detector. Licensee did not have a functioning carbon monoxide detector. The facility has adequate heating and ventilation for safety and comfort. There are no stairs in the home. Safe toys and play equipment are observed. The home has working telephone service and LPA confirmed the phone number is (559) 241-9865.

Licensee does not have infants enrolled. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee ensures that children in care are supervised at all times and is aware children shall not be left in parked vehicles. Car seats are used for transportation purposes only and are not used for sleeping children. The outdoor play area in the front yard does not have any hazards to children present. Capacity as specified on the license is being maintained. LPA reviewed a sample of children’s files and observed files were complete with emergency information as required, with the exception of two files that did not contain any paperwork. Licensee has not completed the Mandated Reporter training. Licensee’s was unable to provide proof of a current and valid pediatric CPR/First Aid card. A review of records indicates that all employees and/or volunteers have immunization records on file for influenza, pertussis and measles. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA and Licensee discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations.

LPA Jeovanna Yanez informed licensee, Emily Preciado, that this report dated 7/13/22 documents 2 Type A citations which shall be posted for 30 consecutive days as there are immediate risks to the health, safety, or personal rights of children in care.

Also, LPA Jeovanna Yanez informed the licensee to provide a copy of this licensing report dated 7/13/22 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee, Emily Preciado. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
