25 | On 7/25/2023, Licensing Program Analysts (LPAs) Anita Tristan and Gloria Reyes, conducted an unannounced Annual Required Inspection and was met by Licensee, Veronica Orozco. Days and hours of operation are Monday through Friday from 7:30 AM to 5:00 PM. The home has working telephone service and LPA Tristan confirmed the phone number is (559) 916-8141.
LPAs toured the home inside and outside and a census was taken. Current facility sketch reviewed and Licensee confirmed that the kitchen, bathroom and living room are used for providing care and are accessible to children. All other rooms are off-limits and made inaccessible by use of key lock on doors. The outdoor play area in the backyard is fenced. LPAs observed a full propane tank on back porch which the Licensee immediately removed. There are no pets in the home. During today's inspections, LPAs reviewed options to bring the licensee back into compliance. Licensee opted to surrender her license. At this time, licensee is only providing care to relative children and one unrelated family, and therefore, has decided to provide exempt care. Licensee is aware if she wishes to become license again she must pay all outstanding fees.
Swimming pool fence is not per regulation. The pool gate does not self-latch nor self-close and opens away from the swimming pool. Licensee informed LPAs during todays visit that the chain link fence was altered and children now have access to the above ground pool via the chain link fence and the link openings are larger than a golf ball size. Therefore, chain link fence does not meet Title 22 Regulations. LPA observed Licensee draining water during inspection. No windows or doors have direct access to the pool area. Per Licensee, there are no firearms or ammunition on the premises. LPA Tristan observed day care children entering kitchen from the garage where drills, tools (screw drivers, hammers), WD-40, aerosol sprays, cleaning compounds, and other hazardous items are made accessible to children in care. Licensee closed and locked door making garage inaccessible to children.
