25 | On 07/27/2020, Licensing Program Analyst (LPA) Luisa Gavoutian conducted a scheduled video inspection with Licensee Nicole Schemel via FaceTime app. A physical inspection was not possible due to COVID-19 precautionary restrictions. Present today were eight children and two fingerprint-cleared assistants. The purpose of today’s inspection was to observe two new play structures that were installed in the backyard.
LPA observed one large play structure composed of a slide, a seesaw, a round swing, a flat swing meant to be stood on (Licensee stated she only allows children to sit), three regular swings, and one two-person swing where the children sit across from each other. Licensee shook the play structure at different points and LPA observed it to be secured and sturdy. The play structure is recommended for children ages 3-8. Licensee has the user’s manual and ensured that the manufacturer’s instructions will be followed.
LPA observed a second, smaller, plastic play structure that has been installed for the younger children. The play structure has two slides and is recommended for children ages 2-5. Licensee was reminded to follow manufacturer’s instructions.
LPA observed 1.5” thick rubber matting that is being used as cushioning underneath the swings of the large play structure. Licensee’s backyard is covered with artificial grass, which is what provides cushioning at the landing of the slides of the play structures. LPA observed shade structures installed to provide shade for the small structure; large trees in the yard provide shade for the big structure. LPA and Licensee discussed being cautious of the hot weather when allowing children to play outside as the metal and the plastic can get hot in the sun. LPA observed Licensee had a thermostat installed outside and stated that children do not go outside to play once the temperature goes over 88 degrees F.
LPA and Licensee discussed ensuring that proper supervision is provided while children are using the play structures. Based on observations of the play structures during today’s video inspection, LPA has determined the play structures to be safe for children’s use effective today, 07/27/2020.
