Prior to today's inspection, LPA telephoned call applicants and conducted the COVID-19 Emergency Response Tele-Inspection Screening Process. On April 13, 2020, Licensing Program Analyst (LPA), Norma Lomeli met with Applicants, Summer & Scott Calandra for a pre-licensing/ change of location inspection. Applicants and three minor children reside in the home. Background clearances are discussed and LIS 531 is signed indicating that the adults currently living in the home and/or providing care and supervision to children have a criminal record clearance or exemption. Fire clearance was granted on March 31, 2020.

Facility was inspected inside and outside as shown on the facility sketch and the following items were discussed:
  • Fire clearance was received on April 9, 2020. Fire alarm is located on the entry way's wall.
  • This is a single story, three bedrooms and two bathrooms home and children will have access to the family room, dining/kitchen area and hallway bathroom. Off-limits rooms are made inaccessible by use of door knob locks and child proof safety straps.
  • There is a fireplace in the family room that applicants state it will not be used during day-care hours.
  • LPA observed children size furniture, safe toys and books for the children. Children will nap in the family room on cots. Infants will nap in play yards. Applicants understand that they’re to supervise children at all times.
  • Facility has 3A40BC fire extinguisher, smoke alarm, carbon monoxide alarm and first aid kit in place.
  • Applicants Pediatric CPR and First Aid certification was completed through Pediatric Plus with Emergency Medical Services Authority stickers (EMSA) and expires on July 8, 2020.

  • Applicant, Scott Calandra completed the Preventative Health and Safety class on October 4, 2019. Applicant, Summer Calandra will need to complete the 8 hour Preventive Health and Safety class.
  • Knives are stored in a kitchen drawer that is made inaccessible by the use of a child proof safety latch. Medications are stored in the laundry room inside a top cabinet inaccessible to the day care children.
  • Advised applicants fire drills are to be conducted once every 6 months and must be documented with date and time. A fire drill log was provided as an example.
  • Applicants are advised at least one staff member with current training in pediatric first aid and pediatric CPR is to be on site at all times children are present.
  • There is an in-ground pool that is fenced with black mesh fencing in accordance with Title 22 Regulations. The gate is self-latching/self-closing and swings away from the pool.
  • There is one indoor/outdoor dog and a cat that will be accessible to the day care children. Applicants are advised it is their responsibility to ensure the safety of children in care at all times from the pets.
  • Firearms are stored in accordance with Title 22 Regulations and ammunition stored separate in accordance with Title 22 Regulations.
  • Applicants are reminded that any advertising (of day-care) such as business cards, flyers/posters, and/or signs must include facility number as per Title 22 Regulation "Advertisements and License Number" 102359 (a).
  • Applicants are advised that smoking is prohibited on the premises of a family child care home as specified in Health and Safety Code Section 1596.795(a). Applicants state that the home is smoke-free.
  • Applicants state that they will not be transporting day care children. Applicants understands that they must have proper restraints and/or car seats for all the children under her care when transporting children.

  • Fenced backyard has a sodded and cemented area for the day care children. There is 4 foot Geometric climbing structure, a Step 2 play structure with a slide and other safe toys for the day care children. LPA observed patio furniture and a large gazebo for shade. There is a shed where gardening tools are stored. Applicants state that the shed will be kept locked during day care hours. The home has a detached garage that applicants state that it will be kept locked during day care. There is a home's crawl hole located in the backyard that is kept covered. Applicants state day care children will not have access to the day care children. Applicants state that they will have 100% visual supervision of the children while playing outdoors.
  • SB 792 immunizations verified and on file.
  • Applicants completed the Mandated Reporter Training on October 3, 2019.
  • LPA discussed safe sleep pending regulations and Safe Sleep Regulation Concepts were given to applicant.
  • Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.

Required postings, forms packet, which included Parent Notification Requirement and LIC9224 were provided and discussed in detail. Applicants are advised that they may access CCLD website at www.ccld.ca.gov for additional forms and licensing updates. Applicants are also reminded that it is their responsibility to read the regulations periodically. Applicant states she will operate her day care Monday through Friday from 7:00 AM to 5:30 PM and as arranged. No overnight care will be provided.

Provisional License for a Large Family Day Care Home capacity of 14 children ages under 18 years will be issued for 180 days, pending receipt of the Preventive Health and Safety Training certification for Applicant, Summer Calandra. Provisional license will be effective April 14, 2020.
