25 | On 06/12/19 an Annual/Random inspection was made to the facility by Licensing Program Analyst (LPA), David Wilson. The facility is located within the Glenn County Fairgrounds. The preschool license operates (2-3 yr olds) in Portable #2 on the west side of the fairgrounds and (2.9-5 yr olds) in the cafeteria on the east side of the fairgrounds. This is a migrant seasonal head start program operates June - November, Monday - Friday 5:00 am - 5:00 pm. There is a separate infant license that operates in Portable #1. The facility was toured inside and outside and the floor and yard plan submitted by the licensee were verified. The items which could pose a danger to children (such as detergents, cleaning compounds and medications) were observed to be inaccessible to children. Supervisor Zamudio-Perez stated poisons are not stored on site of the facility, and none were observed to be assessable. The facility was free of flies, insects and rodents. The toys, floors, desks and other equipment and surfaces were clean, toxic free, safe and in good condition. There is uncontaminated drinking water available to children both indoors and outdoors. The children’s bathrooms were in safe and sanitary condition. A current menu was posted. Food prep areas are clean. Food is properly stored and free of contamination. Garbage cans containing solid waste have tight fitting lids. The playground was free of hazards. The playground equipment and surface areas were in safe condition. There is adequate cushioning underneath climbing structures and/or play equipment to absorb falls. There were no bodies of water observed. The supervisor stated no weapons are stored on site, and none were observed. During today's inspection, staffing ratios were being met and there were twenty-four children were being supervised by eight teachers/aides. The facility was operating within the licensed capacity. LPA reviewed four staff members records from each classroom on this date and all had current CPR and First Aid certifications. Four children’s records were reviewed and in compliance. The electronic/digital sign in/out procedure was reviewed and in compliance. This facility is providing Incidental Medical Services (IMS) to children, however no children currently enrolled require IMS treatments.
