32 | The above allegations were investigated by Melissa Bennett, Special Investigator for the Department of Social Services, Investigations Bureau and LPA Bianca Mendez.
LPA Mendez interviewed the licensee on 5/21/25. The licensee denied all the allegations and stated that no adults in the home have ever hit any children in care and licensee has never hit any of the children. Licensee stated that no child has been locked in the room and sometimes when children are playing, they will close the door on each other. Licensee stated that they had never witnessed adult (A2) lock any of the daycare children in the room. Licensee stated that food has never been withheld from children and the children are served meals in care.
Investigator Bennett interviewed Adults (A1-A2) on 3/17/25 and 3/18/25. A1 denied the following allegations and stated they worked outside of the home and did not interact with the children. A1 stated that they were never left alone with any daycare children. A1 stated that the children were not allowed in the bedrooms. A2 denied the following allegations and stated that they never pinched, slapped or pushed any of the children’s heads during the time they watched children. A2 stated they never locked or placed any children in a room for any amount of time.
Investigator Bennett obtained and reviewed reports and interviews pertaining to the allegation. (C1) was interviewed on 3/10/25 and confirmed the allegations. Parent interviews (P1-P2) were conducted on 3/10/25. P1 and P2 had secondhand knowledge regarding the following allegations but did not witness any of the allegations firsthand.
During today’s inspection, the facility was toured. LPA observed 5 children in care.
Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated.
Exit interview conducted and report was reviewed with the licensee Mariana Quezada. Appeal rights were provided.
A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. |
