32 | On 7/8/19 a complaint inspection was conducted and the licensee’s assistant, S1, was interviewed. S1 stated that C1 cried the whole day (5/7/19). The licensee changed C1’s diaper around 7:30 am and said she saw scratches. S1 stated she never changed C1’s diaper. S1 stated she was not aware of anything that happened that could have caused bruises to C1.
On 06/07/19, LPA obtained and reviewed pictures of C1 taken on 05/07/19 that show skin discoloration that includes bruising, and scratches in various areas of C1’s buttocks. Medical reports were also obtained and reviewed, and it could not be determined what caused the marks on C1.
Interviews were conducted with children, parents and witnesses on 5/13/19, 5/21/19, 6/3/19 and 7/9/19. The interviews could not corroborate that children in care had ever been spanked or sustained any unexplained injuries.
Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated. An exit interview was conducted. |
