13 | On 12/01/2023 at 8:30 AM, a closing complaint investigation visit was made to the facility by Licensing Program Analysts (LPAs) N. Wheeler and K. Lynch. It has been alleged Licensee used inappropriate form of discipline with a daycare child, and child was left in soiled clothing. The Licensee and assistant/spouse were interviewed and denied the allegations, stating they follow their discipline policy of time out by years of age and check and change children’s diapers routinely and as needed throughout the day, and provided written policies related to both. Licensee was interviewed on 11/16/2023, and assistant/spouse was interviewed on 10/03/2023. Five children (C1-C5) were interviewed on 11/16/2023 and two parents/guardians (P1-P2) on 11/15/2023 and there were no disclosures. During the complaint inspection visits, LPAs also observed the Licensee and Assistant were providing adequate care and supervision to children and did not observe inappropriate discipline practices for children nor did LPAs observe children left in soiled clothing/diapers. Although the allegations may have happened or are valid, there is not a preponderance of the evidence to prove that the alleged violations occurred, and the findings are unsubstantiated. An exit interview was conducted with the Licensee, appeal rights provided, and notice of site visit posted. |
