An inspection was made to the facility by Licensing Program Analyst (LPA) Kiriko Lynch who met with Lead Teacher Cila Hall. The facility file was reviewed prior to this visit. A review of the personnel report on file indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. The facility is an infant/toddler center, and has a separately licensed preschool program which is located in the same building.

The facility operates all year, and days and hours are Monday through Friday, 7:45 a.m. to 5:30 p.m. The facility was toured inside and outside and the floor and yard plan were verified. Activity space for infants and toddlers are separated. Infant and toddler components are in separate classrooms and outdoor play areas separated by fencing. The items which could pose a danger to children such as detergents, cleaning compounds, and medications were inaccessible to children. Poisons are locked in a closet. The facility was free of flies, insects and rodents. The toys, play equipment, floors and surfaces appeared clean, free of toxins, and safe for infants/toddlers and in good condition. There is uncontaminated drinking water available to children both indoors and outdoors. The infant changing tables have at least three inch sides and sanitary vinyl pads that are at least one inch thick. The infant and toddler restrooms and hand-washing area appeared to be in safe and sanitary operating condition. There was sufficient napping equipment available. The facility provides AM and PM snack, and parents provide lunch for children from home. A current menu was posted. Food prep areas are clean. Food is properly stored and refrigerated as needed. Garbage cans containing solid waste have tight fitting lids.

The playground was free of hazards. The playground equipment and surface areas appeared in safe condition. There were no bodies of water observed. The director stated no weapons are stored on site and none were observed. During today's inspection, infant/toddler staffing ratios were being met and children were being directly supervised. The facility was operating within the licensed capacity. At least one staff member present possessed current CPR and First Aid certifications, expires 09/16/19. Children’s records were reviewed at 3:15 p.m. and contained identification forms with authorized representative information. Facility maintains infant feeding plans, and Infant Needs and Services Plans for each child and updates plans per regulatory requirements. Staff records were reviewed at 3:30 p.m. and contained documentation of education and training.

This facility is not providing Incidental Medical Services – IMS. Incidental Medical Services (IMS) policy was discussed. No Title 22 deficiencies were cited during today's visit.
