13 | On 11/13/2024, Licensing Program Analyst (LPA) Noah Wheeler mailed this report via certified mail to licensee Laura Moore. An in person inspection was not conducted due to the facility license being revoked as of 11/7/2024.
It was alleged that a daycare child was sexually abused while in care, specifically that a minor living in the home (C1) inappropriately touched another child in care (C2).
The department conducted an investigation and interviewed the licensee, parents and children. The licensee and C1 both denied the allegation, and stated that C1 was not around the daycare children and not allowed to come downstairs at nap time. Two children were interviewed (C2 and C3) that disclosed inappropriate sexual behaviors from C1 including exposure and touching of genitals during nap time.
Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, (Title 22), is being cited on the attached LIC 9099D.
