Licensing Program Analyst (LPA) Yolanda Baez arrived at the facility to conduct a case management inspection for the purpose of an update to the center component, change in age groups served, and re-measure all classrooms. LPA met with new Director Rosario Dolente. This center was previously a Preschool program with a toddler option and Licensee Michael Castillo has requested an update to the center to convert the center to an Infant Program with a toddler option. The Infant program operates in the "Infant Room" and the toddler option operates in "Toddler Classroom A" and "Toddler Classroom B". All classrooms are located in the modular building. The hours of operation are Monday - Friday from 7:30am to 4:00pm.

All classrooms were inspected and measured during this inspection and measure the following:
  • Infant Room: Infant Class (ages 12 to 17 months of age): measured 47.94 square feet which is sufficient to accommodate the requested capacity of 1 infant
  • Toddler Classroom A: Toddler Option Class (ages 18 to 36 months): measured 672.32 square feet
  • Toddler Classroom B: Toddler Option Class (ages 18 to 36 months): measured 692.44 square feet

The total indoor square footage calculation for the Toddler option is 1,364.76 square feet which is sufficient to accommodate 38 children and sufficient to accommodate the requested capacity of 20 toddlers. Director understands that the ratio for the infant room will be 1:3 and the ratio for the toddler option program will be 1:4 because the center is Title 5 program. The "Infant Room" is equipped with age appropriate toys and equipment for infants. Director and Licensee have decided not to have a separate sleeping area for infants and have decided that the center will not accept any infant who require a crib to sleep in, the center will only accept an infant that is able to nap on a mat. The toddler option classrooms are equipped with appropriate furniture and napping equipment (cots) including tables, chairs, cubbies, bookshelves, and other materials for the children.

There are 2 children's restroom located in the modular building and each are equipped with 1 toilet, 1 sink, and 1 changing table. There are two other sinks located in the toddler option classrooms. Therefore, there are a total of 4 sinks, 2 toilets, and 2 changing tables available for the children's use which is sufficient to accommodate the requested capacity of 1 infant and 20 toddlers. The staff bathroom that is located in the modular building is equipped with one toilet and one sink, is kept inaccessible, and will be used as an isolation bathroom for children who are ill. Drinking water is available in all of the classrooms via water dispensers and disposable cups.

The office (located in the modular building) will be used for the isolation area for an ill child. Disinfectants, cleaning solutions, and other hazardous substances are kept inaccessible. The kitchen area currently includes 1 sink, 1 refrigerator, storage units, food supply, and 1 microwave. The snack/lunch menu is posted. The center is providing hand written sign in and sign out. All required documents are posted. There is a carbon monoxide detector, smoke alarm, and first aid kit with required supplies.

The facility has two separate play yards, an Infant Play Yard and the Toddler Play Yard. The two play yards are to be separated by the installation of a fence. The Infant Play yard is missing a fence to be considered physically separate from the toddler play yard, has shade provided from the awning, is a grass area, and measured 100.05 square feet which is sufficient to accommodate the requested capacity of 1 infant. The toddler play yard is equipped with a grass area, a slide, a play house, a shed, a sitting area, a sand box, and canopies and trees used for shade. The toddler play yard measured a total of 4,974.69 square feet which is sufficient to accommodate 66 children at one given time and large enough to accommodate the requested capacity of 20 toddlers. Both play yards are surrounded by a 4 foot high fence. Children have access to water outdoors, on both Play Yards, via water igloo and disposable cups. Proper supervision and placement of staff on the play yard was advised to ensure the safety of children at all times.

This facility provides Incidental Medical Services – IMS and has a Plan of Operation on file. The new CDPH 286 form for "California Pre-Kindergarten & School Immunization Record" was provided and discussed with Director. There were no deficiencies observed during today's inspection. The Notice of Site Visit is to be posted for 30 days, LPA observed Director posting the Notice of Site Visit.

The following items are pending licensure:
  • Receiving an STD850 from the fire department
  • The installation of a fence to physically separate the infant play yard and the toddler play yard
  • A plan of operation to detail how infant staff will ensure not to be co-mingling the infants with the toddlers during diaper changing and eating times
