Licensing Program Analyst (LPA) Yolanda Baez arrived at the facility to conduct an annual random inspection. Upon arrival LPA Baez met with Director, Judith Flores. The following ratios were observed:

T1 A&B (Serves children 18 to 36 months):

  • There were 7 children present with 3 staff members
T2 A&B (Serves children 18 to 36 months):
  • There were 7 children present with 2 staff members
PK- A (Serves children 3 to 5 years of age):
  • There were 17 children present with 3 staff members
PK- B (Serves children 3 to 5 years of age):
  • There were 18 children present with 4 staff members
PK- C (Serves children 3 to 5 years of age):
  • There were 15 children present with 3 staff members
PK- D (Serves children 3 to 5 years of age):
  • There were not children or staff members present
This center is located within Jefferson Elementary School. Appropriate ratios and capacity were observed.

Furniture and age appropriate equipment is in good condition indoors and outdoors. Children's toilets and hand washing facilities are sanitary. Rooms are safe and clean. The center is responsible for providing breakfast, lunch, and a snack and the menus are posted. Drinking water is readily accessible inside of the classroom through the use of water dispensers and disposable cups. Children have access to water outside of the classroom through the use of Igloo containers and disposable cups (both are brought from the classrooms). Solid waste storage vessels, including moveable bins, have tight-fitting covers on, and are in good repair. There are three outdoor play areas that are all fenced with sufficient material for cushioning, consists of age appropriate equipment and play structure, and have a canopy that is used for shade. The preschoolers have access to the same outdoor play yard as the kindergarteners that are located at Jefferson elementary school, a play ground waiver may have to be submitted upon further center file review by LPA. There are not any bodies of water or weapons at this facility. Emergency drills are being conducted every month and the last emergency drill was conducted on 10/17/2019. There is an operational smoke detector and carbon monoxide detector at the facility.

Staff records for the staff that were present during today's inspection are to be reviewed at the main office located at 370 Aurora Drive El Centro CA 92243 to show compliance of staff's education, training, and/or experience, First Aid/CPR, SB792, and AB1207. An annual continuation is required.

Immunization law (SB792) was discussed with Director and she understands that anyone who provides care and supervision to the children must have immunization records maintained at the facility and available for review for: pertussis, measles, and influenza. Several children's files were reviewed and are in compliance. LPA Baez discussed the Mandated Reporter training, AB1207. LPA Baez reminded Director that all staff members are to take the training and have the printed certificates present at the facility and available for review.

LPA reviewed the following with Director: IMS, SIDS, Car seat Law, Shaken Baby Syndrome, the updated CDPH 286 form for "Pre-Kindergarten and School Immunization Record" and Director stated that she understands. This facility does provide Incidental Medical Services- IMS but currently does not have an IMS Plan of Operation on file. A written plan of operation must be submitted to CCL immediately.
