13 | Licensing Program Analysts (LPAs) Yolanda Baez and Michelle Palacio arrived at the facility to delver the findings of a complaint investigation. Upon arrival LPAs met with Director, Ignacia Avila. There were 34 children present throughout the investigation.
The evidence obtained is based off of several interviews that were conducted with Director, staff, children, and parents. Interviews conducted on 06/17/19 with staff, children, and Director's and Executive Director's own admittance confirmed that staff were taking children from Room C (Pedroza Hall) to the Calexico Neighborhood House Hall, an unlicensed area that is not approved by the department, due to the Air Conditioner malfunctioning and extreme heat temperatures. Parent Interviews disclosed that they would pick up their children from the "Hall". Interviews disclosed that children were taken to unlicensed area two different days for half the day. Therefore, it is determined that staff from the center were taking children to an unlicensed area. Based on the evidence obtained the preponderance of evidence standard has been met. Therefore, the above allegation, Center is using an unlicensed area to care for children, is found to be SUBSTANTIATED. See 9099D for cited deficiency. The Director was provided a copy of their appeal rights (LIC 9058 12/15) and their signature on this form acknowledges receipt of these rights.NOTICE OF SITE VISIT IS TO BE POSTED FOR 30 DAYS.
