32 | The site supervisor reported that on or about 10/03/2022, she responded to staff and parent concerns about fleas observed in the facility. The site supervisor said she received approval from the licensee on 10/10/2022 to schedule an appointment with a pest control agency. The pest control agency conducted services outdoors on 10/11/2022 and returned on 10/28/2022 to conduct the indoor spraying. According to the site supervisor, the facility was closed on 10/28/2022 to perform a deep cleaning of the facility and for pest control fumigation. The original service had been rescheduled from 10/21/2022 at the request of the pest control agency. According to the pest control technician, on 10/11/2022 and 10/28/2022, they did not observe any fleas. An additional service was conducted on 11/18/2022.
The LPA interviewed eight (8) childcare parents. Parents expressed not knowing if the insect bites came from home or the facility. Some parents expressed no concerns or were unaware of the incident. Some parents said they would not have minded if the facility closed for more days yet were aware the parents had the choice of keeping the children home. Parents said they think the site supervisor and staff took the proper steps to control the presence of insects.
Based on interviews conducted and documents reviewed, it was determined that although facility staff confirmed the facility had issues with insects, there is insufficient evidence to support whether or not the facility did not take adequate or effective measures to eliminate the problem. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur; therefore, the allegation is unsubstantiated. No deficiencies were cited.
Exit interview was conducted, and the report was reviewed with the Site Supervisor, Teresita Gomez. A copy of this report, along with Appeal Rights (LIC9058 03/22), was provided. Notice of site visit was given and must remain posted for 30 days. LPA observed that the notice of the site visit was posted during the inspection. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. |
