On 02/03/21 at 11:20 a.m., Licensing Program Analyst (LPA), Rajani Goudreau arrived at the facility to conduct a Case Management – Licensee Initiated inspection.  Upon arrival LPA, met with Director, Olga Mendez and proceeded to tour the facility. There were 11 children in care with two staff members at time of visit. The facility is within ratio/capacity limitations. The facility is requesting a capacity increase of 75 preschoolers; ages 2 through 5 years old and adding classrooms #5 and #6 to license in order to accommodate the requested capacity. Facility operates Monday through Friday from 7:30 a.m. to 5:30 p.m.

Classrooms #5 and #6 were inspected and measured during this inspection and measured the following:
Classroom #5: measured a total of 525.59 square feet
Classroom #6: measured a total of 529.56 square feet
Classrooms #5 and #6 measure a total of 1,055.15 square feet.

Classrooms #1, #2, and #3 were previously measured in 10/2018 and measured a total of 1,704.95 square feet. The total indoor space for classroom #1, #2, #3, #5 and #6 measure a total of 2,760.10 square feet which is sufficient to accommodate 78 children at one time; however, facility is only requesting a capacity of 75 children. Classroom #4 will not be utilized by the preschool.  Classrooms #5 and #6 are equipped with appropriate furniture, napping equipment, including cots, tables, chairs, cubbies, bookshelves, and other materials for the children. The facility has a total of six toilets and six sinks exclusive for the children's use, which is sufficient to accommodate the requested capacity. LPA informed the director children are to be escorted and supervised by staff to and from the restrooms and direct visual observation is required at all times. Drinking water is available in the classrooms through the use of refillable water dispensers and cups provided by the facility. The Director's office area is located in classroom #3, which will be used as the isolation area for ill children, if needed. The staff restroom is designated as the isolation restroom for ill children, which consist of 1 toilet and 1 sink.  There is a carbon monoxide detector in the facility and a first aid kit with required supplies. All hazardous items are stored where they are inaccessible to children. Required documents are posted on a parent bulletin board near the front entrance of the facility. See LIC809-C page...

The play yard was inspected and was previously measured in 10/2018 at 7,612.09 square feet, which is sufficient to accommodate 101 children. The surface of the preschool playground is maintained in safe conditions and free of hazards. The play yard is fully fenced and includes a shaded area canopy, cement walking path and outdoor toys for children's use. There is also drinking water available for children through the use of a water fountain and cups provided by the facility. LPA discussed proper supervision to and from the playground and placement of staff on the play yard. The outdoor play structure is suitable for ages 2 through 12 years old.

A fire clearance for 75 preschool children was granted on October 15, 2020.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Section 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Services are in place.

LPA discussed the following with the director: to sign up for Quarterly Updates and PINs for one or more programs through our website. Please go to www.cdss.ca.gov and on the right side of your screen click on “Receive Important Updates”, put your email address in and choose which program(s) you would like to subscribe to and click “subscribe. LPA discussed Community Care Licensing Duty Line: (619) 767-2248, open Monday through Friday from 8:00 a.m. to 5:00 p.m.

No deficiencies issued during today's visit. LPA conducted an exit interview with the director. LPA discussed and provided the following: LIC809, LIC809-C, LIC9213-Notice of Site Visit and Appeal Rights. A capacity increase for 75 children; ages 2 through 5 years old in classrooms: #1, #2, #3, #5 and #6 shall be granted after final file review. Notice of Site Visit shall be posted for 30 days from today's date. LPA observed Notice of Site Visit posted prior to exiting facility.
