On 10/12/2021 at 10:50am, Licensing Program Analyst (LPA), Martha Malane arrived at the facility to conduct a pre-licensing inspection. LPA met with Administrative Executive, Carolina Gonzalez and proceeded to tour the facility. Applicant is requesting a capacity of 30 preschool children (age 2 through 5 years). Applicant’s planned hours of operation are Monday - Friday 7:30am to 5:30pm.

The Preschool Classroom was inspected and measured a total of 2,496.20 square feet which is sufficient to accommodate 71 preschool children, however applicant is only requesting a capacity of 30 preschool children age 2 – 5 years.

The Preschool Classroom is equipped with age appropriate furniture and mats for napping, including tables, chairs, cubbies, bookshelves and other materials for children. There is a total of two (2) toilets and two (2) sinks available for use which is sufficient to accommodate the requested capacity of 30 children. Drinking water is available in the classroom via a water dispenser and disposable cups. There is a separate restroom for staff located next to the children’s restroom. The staff restroom is equipped with one (1) toilet and one (1) sink and will be utilized as an isolation restroom for children who are ill. The reception area will be utilized for an isolation area for children who ill. Disinfectants and cleaning solutions are kept inaccessible to children in the office.

The kitchen currently includes one (1) sink, one (1) refrigerator with a freezer, food supply and storage space. The facility utilizes manual sign in and sign out sheets. Required documents are posted. There is an operational carbon monoxide detector.

The outdoor activity space was inspected and measured a total of 2,617.37 square feet which is sufficient to accommodate 34 children. The outdoor space is fenced and has adequate shade by the use of a pop-up canopy. Drinking water is available outdoors via water jugs and disposable cups. Proper supervision and placement of staff outside was discussed to ensure the safety of children at all times. Morning and afternoon snacks are provided by the facility and children bring lunch from home.

Incidental Medical Services (IMS) was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA and Applicant discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov and PIN 21-02-CCLD regarding Guardian.

A Fire clearance was granted on 9/30/2021 for 30 children (age 2 - 5 years).

The following is needed prior to licensure:
1. Director Exception approval

An exit interview was conducted with Administrative Executive, Carolina Gonzalez. The following reports were discussed and provided: LIC809, LIC809C and Appeal Rights. A license may be granted once a director exception is approved and upon a final file review.
