Licensing Program Analyst (LPA) Isabel Ortega, conducted an unannounced annual random site inspection. The LPA met with facility Director Debora Simon who guided the Analyst on a tour during today's inspection.

The operating hours of the center are Monday through Friday from 6:30 AM to 6:30 PM. The facility is a preschool and school age combination center. The center offers after school care for school age children. The facility utilizes one classroom for the care of children dividing the room. The indoor activity space provided for school-age children is physically separated from space provided for preschool children. Moveable partitions four feet high are used to separate school age children from the preschool children.

The inside and outside of the center were inspected. Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. The LPA observed individual cubbies with children’s names. Children are provided with mats for nap time. The floors and area rugs are kept clean and safe. The facility is free of hazardous items that may pose a danger to children. Disinfectants, cleaning solutions, and other items are kept out of reach and inaccessible to children in care.

The center utilizes two restrooms for children under care. Age appropriate sinks and toilets were inspected for availability and good repair. All toilets, hand washing facilities were in safe and sanitary operating condition. Toilet paper and paper towels and dispensing soap were observed inside the restrooms.

First Aid supplies were observed. Smoke detectors, carbon monoxide detectors and fire extinguishers (last serviced May 2019) were observed and in operable condition. Fire and disaster drills are conducted once every six months and logged(last drill conducted 3/2019). The facility uses moveable partitions for isolation usage when children are sick.

The center provide morning and afternoon snack for children in care. Trash bins with tight fitting lids for solid waste were observed. Filtered drinking water is readily available inside the classroom; there are two water fountains.

The outside was inspected. There were no bodies of water observed on the facility. The outdoor playground was inspected and was observed to be free of hazards, loose and sharp parts. There is a shaded area for play. A water jug and cups are provided for outside play for children to drink water and in addition children have a cup with name labeled for water. The playground was observed to be properly gated all around. There is a fence at least four feet high separating the school age playground from the preschool playground.



The facility roster was up to date. The sign in and out sheets were observed at the facility entrance walkway which leads to the center classroom. All staff have been fingerprinted and associated to the designated license number. The center staff are currently certified in pediatric CPR and first aid which expires on 06/18/2021. The facility had all the required licensing forms posted.

Children and staff files were reviewed and in compliance.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Beginning on January 1, 2018, Assembly Bill 1207 (2015) requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Applicants must meet requirements as a precondition to licensure. New employees shall have 90 days from date of employment to complete training as required. The facility was in compliance per Title 22 regulations, no deficiencies will be cited today 8/22/19. An exit interview was conducted, copies of the inspection report & Notice of Site Visit were provided to the center director Debora Simon. Appeal rights were provided and discussed with Director.
