On 09/25/2024, Licensing Program Analyst (LPA) Nancy Her conducted unannounced Case Management inspection for a decrease in capacity. Upon arrival, LPA met with Facility Representative Rene Maston. Applicant is requesting to be licensed for 66 preschool children ages 2 years to 6 years in classrooms B4, B5, and C1. Applicant is aware to contact the Fresno Community Care Licensing for a change in classrooms and/or change in capacity.

The classrooms were observed to be clean and free of toxins. LPAs observed that the furniture and equipment appeared to be safe and in good condition. The shelving units are anchored to prevent tipping onto children in care. There are enough tables, cubbies, chairs, mats, and plenty of toys for children to play. There are working smoke detectors and carbon monoxide detectors in classrooms, located on the ceiling.

LPAs reviewed with Site Supervisor, that any future changes to the classrooms are required to ensure that furniture does not tip over on to children and the furniture is to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care.

Room measurements were previously taken 08/29/2024 on a licensee initiated case management inspection by LPA Nancy Her. The total inside preschool area measured to an approximate 2319 square feet which will accommodate the capacity of 66 preschool children at a time. There is adequate storage space available for children's belongings in the classroom. Site Supervisor understands that children's equipment needs to match the capacity she is licensed for. Toys and equipment appear to be age appropriate. The classrooms do not have exclusive use of the bathroom. They will be sharing the bathrooms on campus with the other classrooms. A Waiver was submitted and granted. There is a total of 8 toilets, 2 urinals, and 10 sinks/hand washing fixtures which will accommodate the capacity of 66 preschool children.

The outdoor measurements were not taken this date as there is no change to the outdoor area and this is a decrease in capacity request.

A fire clearance of 66 consisting of 66 preschool children was received on 09/06/2024. Fire clearance was approved by Kern County FD Fire Prevention.

Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed with facility representative the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication.

No corrections are needed. A license for 66 children will be granted upon a final file review.

Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited.

Exit interview conducted and report was reviewed with the facility representative Rene Maston.

A notice of site visit was given and must remain posted for 30 days.
