An unannounced Annual/Random inspection is conducted this date by Licensing Program Analysts (LPAs) Gloria Reyes and Angelica Slaughter. LPAs met with Site Supervisor, Lorena Valenzuela. Also, present is Director of Child Development, Michael Bledsoe. The program operates from 7:30 AM to 4:30 PM. There is currently one classroom in operation. A tour of facility was conducted inside and outside. There are no bodies of water. Firearms/weapons are not allowed or stored on premises. All children are under supervision, including visual supervision, of a teacher at all times. The Department has inspection authority. There is a ratio of one teacher supervising no more than 12 children in attendance. Disinfectants, cleaning solutions, and other dangerous items shall be inaccessible to children. Storage areas for poisons are locked. All materials and surfaces accessible to children are toxic free. No medications is being provided. All toilets and hand washing facilities are in safe and sanitary operating conditions. All floors are clean and safe. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. All kitchen, food prep, and storage areas are clean, free of litter, rubbish, and rodents/vermin. All food is protected from contamination, and contaminated food is discarded immediately. Breakfast and Lunch is prepared in the Delano Union School District kitchen and Lunch is served in the school cafeteria. Breakfast and PM snack is served in the classroom. The day care children are escorted and supervised over to the school cafeteria for lunch. Solid waste storage vessels, including moveable bins, have tight-fitting covers on, are in good repair. Uncontaminated drinking water is available both indoors and outdoors. All foods/beverages capable of rapid spoiling are stored in covered containers at 45 (F) or less. Menus are posted at least one week in advance, where an authorized representative can view them, are dated and kept on file for 30 days, and are available on request. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements. Playground equipment is in good condition, free of sharp, loose, or pointed parts. Outdoor activity space surface is maintained in a safe condition and is free of hazards. Areas around high climbing equipment and swings have cushioning material via sand and bark to absorb falls. CCL shall notify a licensee to immediately terminate the employment of, or to remove/bar any person with specified convictions or for other reasons. The licensee shall comply with the notice. As a condition of employment, Delano Union School District has all employees fingerprinted and requires a health screening with TB clearance. Staff records contain appropriate, documentation of education credits. At least one person trained in Pediatric CPR and Pediatric First-Aid is present when children are at the facility or at off-site activities. The person, who signs the child in/out, is responsible for the child, uses their full legal signature and records the time of day. Child's admission agreement is available for review. LPAs verified that the required immunizations have been completed by staff. LPAs verified that the Mandated Child Abuse Reporter (AB 1207) training has been completed by all staff. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Licensee was provided a copy of the “Lead Poisoning Facts” brochure. Licensee to refer to PIN 19-04-CCP, for further information.

Per California Code of Regulations, Title 22, Division 12, Chapter 1, no deficiency was cited during today's visit.



An exit interview conducted with Director of Child Development, Michael Bledsoe and a copy of this report was provided and discussed. A Notice of Site Visit Form was posted on parent's board and must remain posted for 30 days.
