On 08/13/2021, Licensing Program Analyst (LPA) Juvenal Moctezuma conducted an announced Case Management inspection and met with State Pre-K Coordinator Storiann Camps, Maintenance Supervisor Victor John Valdez, Assistant Director Daniel Wastaferro, & Teacher on Special Assignment Lynette Rodman. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on the premises of Owens Elementary School on 815 Potomac Avenue in Bakersfield, CA. Licensee has changed classrooms from the old Preschool Classroom to Room K7 and keeping the same capacity - 24 preschool children. This program will operate on a traditional school year schedule and will have a morning and afternoon session from 8:00 AM to 11:00 AM and 11:45 AM to 2:45 PM.

Storiann Stated children usually have breakfast & lunch in the school cafeteria. The food is prepared on site. Staff will utilize the staff bathroom located right outside the classroom. Ill children will be isolated in the nurses office and use the bathroom located in the nurses office. The classroom was observed to be clean and free of toxins. The cleaning items/supplies will be stored in a high cabinet on top of the sink inside the classroom. LPA observed that the furniture and equipment appeared to be safe and in good condition. There are plenty of age appropriate items, tables, & chairs to meet the requested capacity. Since its a half day program, children wont nap. No Cots are needed.

Room measurements were taken and reviewed with Storiann. The total inside preschool area measured to an approximate 999 square feet which will accommodate the requested preschool capacity. There is adequate storage space available for children's belongings. Toys and equipment are age appropriate. There is a total of 2 toilets and 2 sinks/hand washing fixtures available to children. The Bathrooms are in between the preschool classroom & Transitional Kindergarten (TK) Classroom which will be shared. A bathroom waiver was submitted and pending approval. Storiann understands that there should not be any commingling with TK children. There is a water fountain inside the classroom but due to Covid they will not be used. Storiann stated that the classroom will use a water jug and disposable cups for drinking water both indoor and outdoor during Covid.

The outdoor play are will be shared with Transitional Kindergartners and kindergarten children. Storiann stated that they have created a schedule so all classrooms do not go out at the same time. A waiver has been submitted and pending approval. The outdoor measurements were taken and reviewed with Storiann. The outside preschool playground was measured to an approximate 10,100 square feet which will accommodate the requested preschool capacity of 24 preschool children. There are shade structures for shade. The licensee is using wood chips for cushioning under the outdoor climbing structure. The climbing structure is missing the age sticker. The playground is still under construction. In the meantime there will be a temporary chain link fence until the actual iron fence gets installed. Storiann stated that they will only be missing grass which will get put in next week. Storiann stated that she will not allow children to use the whole playground and will section off certain areas right outside their classroom until everything has been completed. There will still be construction happening around the school but Storiann confirmed that construction will only take place when children are not present. LPA reminded licensee to make sure they have visual supervision of children at all times.

A fire clearance for 24 children was received and granted by the Bakersfield Fire Department on 08/02/2021.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. The following items must be completed prior to issuing a license by 08/18/2021.

Corrections:

Get stepping stools for 3 sinks.
Get age sticker for playground.
Finish construction in the play yard.
Submit proof that the center has water jugs & cup dispensers.
Temporary relocation letter
Anchor tall wood play piece in classroom
Move chrome-book into supervisors office & get trash lid.
