25 | On 12/15/22 Licensing Program Analyst (LPA) Jessika Thompson conducted an unannounced case management inspection. LPA met with Director Vanessa Stewart who accompanied LPA on a tour of the facility, and a census was taken. The purpose of today's inspection is to address the lead exceedance, referred to as an Action Level Exceedance (ALE) of over 5.5 parts per billion (ppb) in the water at the facility.
The Fresno South Regional Office received notification of water lead exceedance at the facility resulting from a water lead sampling test collected on 11/11/2022. Based on records reviewed from the CA Water Board Data Management System, and self reported information from the facility, the water fountain in the church sanctuary (outlet A) had a result of 6.09 ppb. The church sanctuary is located in the building adjacent to the school age program, and is only accessible by key. School Age children access the church sanctuary roughly 3-4 times yearly, for a time frame of approximately 20-30 minutes. Director Stewart has has made this outlet inoperable to both preschool and school-age children by placing a sign on the faucet. Additionally, the valve to outlet has been turned off, thereby eliminating water supply to the fountain. Director Stewart stated that all drinking water is being obtained from classroom fountains which were also tested and did not have a lead exceedance. Facility has posted notification of lead exceedance to the facility's parent's board and will notify all authorized representatives of this corrective action taken by the facility.
Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, the following deficiency is being cited: (see next page, 809 D). Licensee was provided a copy of appeal rights. An exit interview was conducted with Director Stewart.
