On March 3, 2020, an unannounced Annual inspection was made today by Licensing Program Analysts (LPAs) Gloria Reyes and Ruby Oscegueda. LPAs met with Director, Kathryn Baker. A tour of facility was conducted inside and outside by LPAs. The center is located at 2531 Dracena Street, Bakersfield California, on the premises of St. Francis Parish School. There are four classrooms, a chapel and day care room being utilized. Facility operates Monday through Friday from 7:00 AM to 6:00 PM, traditional school year. Staff and children were spoken to during visit. The following areas are in compliance during this visit: There are no bodies of water. Firearms and ammunition are not on the premises. Disinfectants and hazardous items are not accessible to children. No poisons are kept at this facility. Furniture and equipment are sufficient, age appropriate and in good repair. There are three separate play yards being used at the this facility. The playground equipment and outdoor activity space is maintained and in good condition. LPAs reminded Ms. Baker that the wood chips used at the play structure (located on Dracena Street) must be raked around the slide area. LPA recommended to Ms. Braker that foam protectors be placed on the swing poles to prevent injuries. Rubber cushioning is used in the swing area. Grass is also used in the play yard. There is a shed on the playground area where the swings are located to store children's play equipment. LPAs recommended that the shed door be closed when children are using this play yard. Children's toilets and hand washing facilities are sanitary. Rooms are clean. Parents provide lunch and the facility provides AM/PM snacks. Food preparation area is clean, food and beverages are stored in covered containers at 45 degrees F or less if required, and storage containers for solid waste are covered. The facility is using portable water dispensers for children inside the classrooms with cup holders and disposable cups. Outside, an igloo with cup holder for disposable cups is used. (see next page)

Measures are taken to keep facility free of insects and rodents. Staff subject to a criminal record clearance or exemption are associated to the facility. Teacher/child ratios are maintained and adequate supervision is being provided during this visit. No excluded individuals are present. Pediatric First Aid/Pediatric CPR reviewed and is in compliance. Sign in/sign out sheets maintained. Emergency information forms reviewed for some children. Staff records contain documentation of education, training, and/or experience. Menus are posted.

Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA Ocegueda verified that the required immunizations have been completed by four staff. LPA Ocegueda verified that four staff have completed the Mandated Child Abuse Reporter (AB 1207) training.



Licensee was provided a copy of the “Required Lead Testing for Drinking Water in Licensed Child Care Centers and The Provision of Lead Exposure Information To Parents and Guardians by All Licensed Child Care Facilities”. Licensee to refer to PIN 20-01-CCP, for further information.

Per California Code of Regulations, Title 22, Division 12, Chapter 1, no deficiency is cited.



An exit interview conducted with Director, Kathryn Baker. A copy of this report was provided and discussed. A Notice of Site Visit Form was posted on parent's board and must remain posted for 30 days.
