An unannounced annual random inspection was conducted today by Licensing Program Analyst (LPA) Rene Mancinas JR. LPA met with Site Supervisor, Ana Nunez. This is a two-classroom facility housed on the Kern Avenue Elementary School campus. LPA toured the facility, both indoors and outdoors to inspect areas accessible to children in care. There are no bodies of water on site. Firearms/weapons are not allowed or stored on premises. All children are under supervision, including visual supervision, of a teacher at all times. Disinfectants, cleaning solutions and other dangerous items shall be inaccessible to children. No poisons were observed during today’s inspection. Medications, when stored at the facility, are locked and stored in area inaccessible to day care children. Restrooms are located inside each classroom for children to use. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. Solid waste storage vessels, including moveable bins, have tight-fitting covers on, are in good repair. Uncontaminated drinking water is available both indoors and outdoors. Menus are posted at least one week in advance, where an authorized representative can view them. Playground equipment is in good condition, free of sharp, loose, or pointed parts. Outdoor activity space surface is maintained in a safe condition and is free of hazards. Areas around high climbing equipment and slides have cushioning material to absorb falls.

CCL shall notify a licensee to immediately terminate the employment of, or to remove/bar any person with specified convictions or for other reasons. The licensee shall comply with the notice. Before working or volunteering in a licensed child care facility, all individuals subject to a criminal record review have a clearance or exemption and have been associated to the facility. The person, who signs the child in/out, is responsible for the child, uses their full legal signature and records the time of day. Child's admission agreement is available for review.

HOURS OF OPERATION: Classroom A Full-Day Session: Monday through Friday; 07:30am to 05:30pm. Classroom B Half-Day Sessions: a) 8:30am to 11:30am. b) 12:30pm to 03:30pm. Meals and Snacks are provided to children in the classrooms.



Required CCL forms are posted on parent's board. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. During today’s inspection, LPA observed the following deficiency;

During inspection of classroom B (half-session classroom), LPA inspected area underneath the hand washing sink in the children’s restroom. The sink cabinets are not locked and no safety latch is attached, making the area accessible to day care children. LPA observed mold growing underneath the sink. LPA informed staff that such condition is a potential risk to the health, safety, and personal rights of children in care.

Per Chapter 1, Division 12, Title 22 of the California Code of Regulations the following deficiency is being cited (See 809-D). Appeal Rights provided. Notice of Site Visit to be posted for 30 days from today’s inspection. Exit interview was conducted with Ana Nunez.
