On 02/05/2021, Licensing Program Analyst (LPA) Juvenal Moctezuma conducted an unannounced Case Management inspection and met with Site Supervisor, Angela Floratos. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on 3811 River Blvd in Bakersfield, CA. The licensee is requesting to decrease their preschool capacity to 20 Preschool children and add a toddler component of 16 toddlers by adding two additional classrooms. This program operates year round from 7:15 AM to 4:30 PM in classrooms labeled 1& 2 for Toddlers & Class A Preschoolers. Angela stated that the program offers breakfast, lunch & one snack. The food is brought over from their centralized kitchen and delivered to each classroom. The kitchen is down the hall next to the entrance and staff bathrooms. Both kitchen & Staff bathrooms are remained closed and inaccessible to children. Angela stated that the cleaning supplies are kept in the kitchen or in the staff bathrooms. The other cleaning items are stored on top of the children's hand washing sinks in the classrooms which are inaccessible to them. The janitors clean the classrooms and bathrooms at the end of the day. Ill children will be isolated in the site supervisors office and will use the staff bathroom.

The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. LPA reminded Angela to anchor high cabinets located in the classrooms such as cubbies. LPA observed a working carbon monoxide on site and plenty of equipment such as chairs, cubbies, & cots for the requested capacity. LPA observed plenty of age appropriate items & toys. Angela Stated that bedding sheets get washed everyday here at the center.

Room measurements were taken and reviewed with Angela. The total inside preschool area measured to an approximate 1,020 square feet which will accommodate the requested preschool capacity. The total Toddler area was measured to an approximate 618 square feet which will accommodate the toddler requested capacity of 16 toddlers. There is adequate storage space available for children's belongings.

Toys and equipment are age appropriate. There is a total of 4 toilets and 4 sinks/hand washing fixtures in the bathroom which will be shared between both programs. There are 2 additional sinks in each toddler classroom and 2 more sinks in the preschool classroom which will accommodate the requested capacity. LPA observed changing tables which will need to be moved closer to the sink in both 1 & 2 classroom. LPA reminded Angela to not use that sink for any food prepping. There are water fountains in each classroom and outdoor. Due to Covid Angela stated that they are using the water from an igglo and disposable cups for both indoor and out. Water jugs get filled in the kitchen and brought over to each classroom.

The approximate outside square footage measurements were taken and reviewed with Angela. The total outside preschool play area measured to an approximate 5,767 SF which will accommodate the requested preschool capacity of 20 preschool children. The approximate Toddler outside area measured to an approximate 1,001 square feet which will only accommodate 13 toddlers at a time. Angela stated that she will stagger so each classroom of 8 toddlers go out at once.

The preschool playground provides a shade structure. LPA observed a play structure which needs an age sticker, plenty of grass, & rubber cushioning to soften the fall zones. LPA observed a lifted patch of rubber and explained to Angela that it needs to be repaired so children wont trip. There is a fence that goes all around and the poles to the shade structure are cushioned. There is a shed outside for the children's toys and equipment which is kept locked at all times. The toddler area was fenced all around with a 4 foot fence. LPA advised Angela to make sure they have age appropriate toys and equipment and shaded area for the toddlers. LPA advised Angela to fix the cement against the center which appears to be cracked and a rain gutter that appeared to be broken off.

A fire clearance for 36 children was received and granted by the Kern County Fire Department in Bakersfield on 01/12/2021.

This facility plans to provide Incidental Medical Services – IMS.
