25 | On 06/07/2023, Licensing Program Analyst (LPA), Jose Penate, conducted an unannounced Annual Required Inspection and was met by Licensee, Ofelia Quintero (Spanish speaking). Days/Hours of operation: Monday through Saturday, 5:00 AM to 6:00 PM.
LPA toured the home inside and outside and a census was taken. This facility is licensed as a large facility of 14, there must be an additional qualified staff person present anytime the facility goes beyond the ratio for a capacity of eight. Current facility sketch was reviewed, and Licensee confirmed the day care room, playroom, dining room, kitchen, living room, hallway bathroom and back yard are accessible to children. Entrance to the daycare is located on the NE side from the main entrance of the residence, you must enter through two rod iron fence doors. On today’s inspection LPA observed a bathroom that was constructed in the backyard, the bathroom does not have city permits and is not allowed to be used by daycare children. LPA advised licensee that she must make the outdoor restroom inaccessible by placing a lock and must not be utilized during daycare hours. LPA advised licensee that she can use the restroom if she can acquire permits from the city that the bathroom was built to city ordnance. LPA advised licensee to submit an updated facility sketch of facility to ensure proper identification of rooms/areas of accessibility to children in care. Licensee stated that she would remove the structure but retain the sink for the use of children when at outdoor play. There are no firearms or ammunition on the premises. No poisons were observed during the inspection.
During inspection LPA observed that licensee made previous approved areas of the facility inaccessible. LPA advised of the importance to notify Community Care Licensing (CCL) when a change is made to the license. Licensee was not aware of the requirements and ensured to follow the approved license areas as originally approved by CCL. Licensee made the adjustments to the areas of the home and ensure to follow all Title 22 requirements and allow access to children in care.
There is a working fire extinguisher, smoke detector, carbon monoxide detector and adequate heating and ventilation for safety and comfort. The home has working telephone service and LPA confirmed the phone number is 661-725-2336.
