On 8/25/21, an unannounced annual inspection was conducted today by Licensing Program Analyst, (LPA) Caroline Harris. LPA met with Director, Janae Hansen-Grounds and toured the facility, both indoors and outdoors. The LPA observed all required licensing forms to be posted in a visible location for authorized representatives to view them. There were no school age children present. This license operates Monday, Tuesday, Thursday and Friday from 2:30 pm- 6:00 pm and on Wednesday from 1:00 pm- 6:00 pm. There are no bodies of water. Firearms and other weapons are not allowed or stored on the premises of a child care center. The child care center is clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees, and visitors. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children, are inaccessible to children. Storage areas for poisons are locked. Furniture and equipment is in good condition, free of sharp, loose or pointed parts. All toilets, hand washing, and bathing facilities are in safe and sanitary operating condition. Afternoon snack is provided and eaten in the classroom. All floors are clean and safe. All kitchen, food preparations and storage areas are kept clean, free of litter, rubbish, and free of rodents and other vermin. All storage containers for solid waste, including moveable bins, have tight-fitting covers that are kept on, and in good repair. Uncontaminated drinking water is readily available both indoors and out. In combination programs, outdoor activity space provided for school-age children is physically separate from space provided for infant care. Outdoor activity space surfaces are free of hazards. The areas around or under high climbing equipment, swings, slides and similar equipment are cushioned with material that absorbs a fall. The facility maintains compliance with staff-child ratios. No child(ren) shall be left without the supervision, including visual supervision, of a teacher at any time. Menus are posted. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements. The licensee shall not exceed the approved capacity of the fire clearance for the facility.

The LPA reviewed six children’s files. All required licensing documents were observed in each of the children’s files. Incidental Medical Services (IMS) policy was discussed. This facility provides Incidental Medical Services (IMS). LPA reviewed the storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Medications are stored in a safe place inaccessible to children. Prior to working or volunteering in a licensed child care facility, all individuals subject to criminal record review have obtained a clearance or criminal record exemption, or clearance. The department shall notify a licensee to remove/bar any person with specified convictions or for other reasons. The licensee shall comply with the notice. A licensee's failure to comply with the department’s exclusion order after being notified of the order shall be grounds for disciplining the licensee. The department has inspection authority as specified in Health & Safety Codes.

Staff records contain appropriate, documentation of education credits. At least one person is to be trained in CPR and Pediatric first-aid and shall be present when children are at the facility or at off-site activities. This facility does have one person trained in CPR and first aid. LPA reviewed with licensee the Mandated Child Abuse Reporter Training, which was all staff have completed. The person, who signs the child in/out, is responsible for the child, uses their full legal signature and records the time of day. Child's admission agreement is available for review.

Per Chapter 1, Division 12, Title 22 of the California Code of Regulations no deficiencies were observed today. Licensee was provided a LIC 9213 Notice of Site Visit form that is required to be posted for 30 days. A copy of this report was also provided to the licensee and shall be made available to the public upon request. Exit interview was conducted with Janae Hansen-Grounds.
