25 | A case management inspection was conducted on this date by Licensing Program Analysts (LPAs) Brannon and Harris, who met with Director Nancy Ortiz. Licensee made structural changes to the facility. Licensee installed walls between the eight classrooms and used furniture to help define the classrooms. LPAs measured the rooms, deducted cubbies, cabinets and the hallway space.
Approximate inside measurements were 4763.69, which will provide for a capacity of 136. Due to the changes and room set up, facility capacity will decrease from 176 to 136. LPA informed Ms. Ortiz that due to the capacity decrease, documentation is required: Updated child care application, board resolution acknowledging the decrease in capacity and authorizing the person who will acting on their behalf, fire clearance request and updated administration organization. If needed, an updated personal report and emergency disaster plan. These documents are to be sent to the Fresno Regional office no later than 7/29/21. Licensee utilized the classrooms before an inspection visit was conducted. Per director, Ms. Ortiz, there are no changes to the outside play yard, therefore, LPAs did not measure the outside play yard. There are 13 toilets and 12 sinks/hand washing fixtures in the children's bathrooms, which will accommodate the decreased preschool capacity of 136. There is adequate storage space available for children's belongings.
Upon arriving at the facility, LPAs observed a young child sitting in an idling vehicle. Parent was not close by. As staff was walking by, LPAs asked if staff work here and pointed out the child in an idling vehicle. The staff did not realize that the child was left alone in an idling vehicle. Ms. Ortiz then spoke with the parent. LPAs reminded staff that they are mandated reporters. LPA provided guidance to Ms. Ortiz to complete the Suspected Child Abuse Report and provided a copy of LIC 624 - Unusual Incident Report. LPA Harris reviewed the process with Ms. Ortiz.
Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited. This report shall be made available to the public upon request.
