On 2/11/22 an Informal Conference meeting was conducted today at the Fresno Regional Child Care Office. In attendance at this meeting was: Licensing Program Manager (LPM), Alice Juarez, Licensing Program Analyst (LPA), Caroline Harris, and Administrator, Dawn Holleman. The purpose of this meeting was to discuss recent violations of Title 22 Regulations.

Deficiency Citations: Type B: 101419.2(b)(2) Infant Needs and Service Plan
Type B: 101223(a)(2) Personal Rights

The investigation revealed the following: Upon inspection on 1/3/22, the LPA observed all but one staff member to be wearing masks when inside the facility, and less than half of the children were wearing masks. The LPA also observed three different parents enter the facility and walked their children to their classrooms, without having masks on. Staff members did not encourage the parents or the children to wear a mask and parents were not encouraged to have children arrive with a mask. Administrator was advised that children aged 2 and older will need to be taught, encouraged and reminded to wear face coverings while indoors. The LPA further discussed with the administrator, Dawn Holleman, about the center not allowing outside agencies to enter and provide one on one instruction to children that have certain needs, not provided by the center.

During this meeting, it was discussed that violation of Title 22 Regulations and failure to maintain compliance will result in a Non-Compliance conference and that the licensee may be referred to the Legal Division for possible Administrative Action.

A copy of this report was given to Administrator, Dawn Holleman. No deficiencies were cited during today’s meeting.
