On 03/28/25, Licensing Program Manager Scott Herring and Licensing Program Analyst (LPA) Denisia Jimenez conducted an unannounced complaint inspection at the facility to deliver finding for the above-mentioned allegation. LPA met with Director Hanan Abou Harb and a census was taken.
This agency investigated the complaint alleging Staff did not provide adequate supervision to children in care. During the investigation, LPA interviewed staff, parents and obtained records.
The investigation revealed that daycare children are being dropped off in the early mornings in the extended day classroom with a teacher. When a teacher isn’t available, the children are left with staff that do not have the units of a teacher and was independently supervising children in a specified area.
The preponderance of evidence standard has been met; therefore, the above allegation is found to be SUBSTANTIATED.

(1)Twelve post-secondary semester or equivalent quarter units in early childhood education or child development completed, with passing grades, at an accredited or approved college or university; and at least six months of work experience in a licensed child care center or comparable group child care program.(A)The units specified in (c)(1) above shall include courses that cover the general areas of child growth and development, or human growth and development; child, family and community, or child and family; and program/curriculum.

On 03/28/25, Licensing Program Manager Scott Herring and Licensing Program Analyst (LPA) Denisia Jimenez conducted an unannounced complaint inspection at the facility to deliver findings for the above-mentioned allegations. LPA met with Director Hanan Abou Harb and a census was taken.
The investigation consisted of a review of records, interviews, and observations conducted by LPA Jimenez.

Based on the information obtained regarding the first allegation, LPA could not determine if Staff is yelling at another staff in front of the day care children. Interviews revealed that staff may elevate their tone at times while speaking firmly to other staff in front of the children but could not prove that staff is yelling.

Regarding allegation that Staff did not treat daycare children with respect, interviews revealed that all children are treated with respect. LPA observed staff were being respectful to the children. LPA could not determine if children’s personal rights are being violated.

Regarding allegation Staff did not provide adequate accommodations to children in care, LPA observed furniture, and play equipment were meeting the children’s needs. Interviews revealed that children in care are being accommodated to meet their needs. LPA could not determine if the center was not providing adequate accommodations.

Although the allegations may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred. Therefore, the findings are UNSUBSTANTIATED.

An exit interview was conducted with Director Hanan Abou Harb. A copy of this report and Appeal Rights were provided.

A notice of site visit was given and must remain posted for 30 days.
