LPA toured facilty with Erica Andrews and Rosalva Banuelos. The center is located at Orangewood Elementary School. The licensee is Edison Elementary School District. The licensee is increasing their capacity from 113 to 152: 24 toddlers in the toddler option program and 128 preschool children. Licensee will be utilizing classrooms #1, #2, #3, #4, #25, #26, and #27. The toddlers will be in classrooms #1 and #2. During today's visit, a census of 125 was taken. This program has a licensed capacity of 113. Staff called 12 parents to take their children home. LPA arrived at the facility at 8:00 am. The last of the 12 preschool children left at 11:52 am. Licensee has playground waiver in place. This program will operate year round from 6:30 AM to 4:40 PM. Breakfast, lunch, and an afternoon snack will be provided and prepared off site at the Edison Middle School. Ill children and staff will utilize the bathroom located near the director's office. Room measurements taken and reviewed with Erica Andrews. There are 7 classrooms that will be used by preschool/toddler option children. The total preschool square footage is 5601 which will accommodate the requested capacity of 152 preschool children.

In classroom #25, licensee is utilizing a PVC divider with fabric to keep the HVAC unit and cots inaccessible to children.
Toys and equipment are age appropriate. Licensee has storage for facility's equipment and toys.

Outdoor measurements were previously taken on 9/3/2013. The square footage is 6625. Licensee has an outdoor play waiver in place. Licensee provided a schedule for outside play. Adequate shade is available in the outdoor activity area. Licensee is utilizing cushioning around the shade structure metal poles. The applicant is using wood chips for cushioning under the outdoor climbing structures.

There are 12 toilets and 11 sinks/hand washing fixtures in the children's bathrooms which will accommodate the requested capacity of 152 children. LPA reviewed with staff that the children's restrooms are not to be used as storage area. There is are drinking water fountains in the classrooms.
The fire clearance has been received and approved for 152 children.

Licensee is aware of Incidental Medical Services (IMS). At this time, licensee does not have children requiring IMS.

Type A deficiency was cited. Upon receipt, licensee shall post and provide copies of this licensing report to parents/guardians of children in care at the facility and to parents/guardians of children newly enrolled at the facility during the next 12 months. Per California Code of Regulations Title 22, Division 12, this deficiency to be cited. Exit interview conducted with site supervisor, Rosalva Banuelos. POC/Appeal Rights were given and discussed. A copy of this report need to be placed in facility file for public review. A Notice of Site Visit was posted on parent board.

Pending a final file review, a recommendation will be made to license the above facility for a capacity of 152 children. The capacity consists of 24 toddler option children and 128 preschool children.
