25 | On 1/09/23 Licensing Program Analyst (LPA) Jessika Thompson conducted an unannounced case management inspection. LPA met with Director Rosalva Banuelos who accompanied LPA on a tour of the facility, and a census was taken. The purpose of today's inspection is to address the lead exceedance, referred to as an Action Level Exceedance (ALE) of over 7.4 parts per billion (ppb) in the water at the facility.
The Fresno South Regional Office received notification of water lead exceedance at the facility resulting from a water lead sampling test collected on 12/08/2022. Based on records reviewed from the CA Water Board Data Management System, and self reported information from the facility, the water fountain located in Classroom #3, outlet E, had a result of 7.4 ppb. Licensee has has made this outlet inoperable to children by placing a sign on the faucet and disabling water flow to the outlet. Director Banuelos indicated that all drinking water is obtained from water purification systems that are located in each classroom, which LPA observed today. According to Director Banuelos, the facility has been using the the aforementioned systems for drinking water when the COVID-19 pandemic began, in roughly March of 2020. Facility has posted notification of lead exceedance to the facility's parent's board and will notify all authorized representatives of the corrective action taken by the facility.
Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, the following deficiency is being cited: (see next page, LIC809 D). Licensee was provided a copy of appeal rights. An exit interview was conducted with the Director Banuelos.
