25 | On this date, Licensing Program Analyst (LPA) Jessika Thompson conducted a Case Management inspection. LPA met with facility Director Damian Bowden and Operations Manager Joe Correa. A tour of the facility was made and a census was taken. An Unusual Incident/Injury Report was recently submitted to the Fresno Community Care Licensing Office (CCL) regarding an incident that occurred on September 09, 2019, regarding an automotive accident involving two day-care children and two facility staff members. The purpose of this inspection was to investigate the aforementioned incident. It was reported that on the date of the accident, Staff #1 (Driver) was transporting Child #1 and Child #2 home; along with Staff #2, who was also present and providing supervision. Police reports obtained by LPA indicate that Staff #1 reported she was traveling eastbound, when she slowed down to turn left and proceed northbound. Staff #1 reported that as she was turning left, Adult #1 who was traveling westbound, collided into her vehicle, striking the right side passenger door. Facility staff immediately contacted law enforcement, who were dispatched to the scene of the accident. Child #1 and Child #2's parents were also contacted and arrived to the scene shortly after the accident occurred. Child #1's parent elected to take the child to see a physician following the accident. Today, LPA spoke to Staff #1, who stated she believes she was not at fault, as Adult #1 was reportedly speeding and swerved into her vehicle.
No injuries and/or medical issues have been reported from either child, as a result of this accident, to date. Both children returned to care the following day without restriction. Staff #1 returned to work the following day; Staff #2 returned to work two days after the accident occurred, both without restriction.
LPA confirmed that Staff #1 has a valid California driver's license. The police report obtained today does not reflect any negligence on the part of Staff #1. This appears to be an isolated incident and staff took appropriate measures, folling Agency policies and reporting procedures.
Per Chapter 1, Division 12, Title 22 of the California Code of Regulations, no deficiencies were cited today.
