Licensing Program Analyst (LPA) Carol Heath met with the facility Teacher, Maria Flores Torres to conduct an unannounced Annual/Random inspection. LPA toured and inspected the preschool in accordance with the facility sketch. LPA observed 28 children upon arrival. There were 2 teachers, 2 Teacher Associates, 2 Assistant Teachers. The facility consists of 5 classrooms. However, due to the COVID, there are only 2 classrooms operating during today's inspection. This facility is a Head Start Program. The facility operates from 7:30 am to 4:30 pm. Incidental Medical Services (IMS) Policy was discussed.

Furniture and equipment were inspected for age appropriateness and good repair. All rooms are clean and safe. Telephone service was verified. Heating, lighting, and ventilation are adequate. There are cubbies for children's belongings in each classroom. LPA observed age-appropriate toys and materials. Drinking water is available inside the classrooms in the form of Igloo and disposable cups. LPA observed a sufficient quantity of cots available for napping children. The bedding is stored separately and properly inside the cubbies. Per Director, facility sheets are washed weekly and cots are sanitized daily.

The Center has a telephone system on the premises which covers each classroom and outside play area (backpack with the cell phone). There are fire extinguishers in the hallway (by the classroom door) and classrooms. The smoke detector/carbon monoxide detector is inside the storage room with the air conditioner unit.

Sign-in and out sheets was reviewed. The parent board was reviewed and has all the required forms posted. The facility does not transport children at this time.

There is a clean, fully equipped kitchen with large sinks (food preparation, cleaning dishes), refrigerator, freezer, stove, oven, industrial oven and microwave. The facility provides breakfast, lunch and snack. Menus are posted on the nutrition board (upon entrance to the center) and in the kitchen. Allergy lists are posted in each classroom and the kitchen. LPA observed an appropriate amount of food and snacks. The chemicals are kept separate from the food in a locked in cabinets.

LPA observed a fully stocked first aid kit; fully charged fire extinguishers; carbon monoxide detectors throughout the center.



LPA inspected and observed 4 clean bathrooms for children. Toilets and sinks are functioning properly and are age-appropriate. Storage cabinets with cleaning items are inaccessible. LPA observed soap, toilet paper, and paper towels readily available.

The outdoor play equipment was inspected for health, safety, good repair, and age appropriateness. The outdoor playground is surrounded by chain-link fencing. There are 2 playground sections. The smaller play area is not used by the center. The larger play area has an age-appropriate climbing structure with soft padding, large shaded play equipment, and play structures that are securely anchored. The area was observed to be free of debris. The large structure area is fenced separating the area from the small play structures. There is a small sandbox has a a cover. Per teacher, the center the sandbox is not in use due to the Covid. Drinking water is available in the form of Igloo and cups. The play area was inspected for hazards and inaccessibility to bodies of water. Safety checks are done daily by staff and maintenance crew (upon work order).

Children are inspected for illnesses (health check) as they arrive. A review of medication policy indicated that prescription medication is administered and only with the parent's written permission and written permission from the doctor for the medication to remain at the center. The Director or trained staff (training by health administer) administers the medication and documents the dosage, date, and time onto a log. The center uses the IMS (Incidental Medical Service) binder for all medication. All medication is properly labeled and stored in its original container. There is a separate area for isolation and care of ill children in the director's office. There is a cot available for each ill child. Children are escorted to the children's bathroom when ill.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to the publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childquanda.htm. Pre teacher, there is not children need IMS at this time.

Teacher/child ratios were observed. Care and supervision were evaluated to determine if the basic needs of children are met and appropriate. The staff has training monthly/weekly (OSHA, safety meeting, policies, and procedure, licensing Title 22 supervision, preparing for emergencies, child abuse).

Fire/earthquake drills are current. The center conducts the drills monthly.

All staff have completed Mandated Reporter Training. Personal rights of children were discussed. Children's records and staff records were reviewed. Staff are certified in Pediatric CPR and First Aid (expires 2023).

Criminal Record Statement - Child Care Centers

Licensee [or facility representative] was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Safe Sleep

LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

A notice of site visit was given and must remain posted for 30 days.
