13 | On 05/26/2023, Licensing Program Analyst (LPA) Candis Rodriguez conducted a complaint inspection. The facility is currently closed. LPA met with Director Rosa del Toro at the Community Action Partnership Kern (CAPK) office located at 5005 Business Park North in Bakersfield. LPA explained purpose of inspection.
During the investigation, LPA interviewed multiple staff members who have contact with Child #1. LPA also interviewed Director, Administrator, and multiple parents. LPA obtained documentation from facility that outlines their action plans for children who are potty training. LPA obtained a copy of Child #1’s Action Plan.
Based on interviews conducted, investigation could not reveal that Staff left child in soiled clothing and Staff left day care child in a soiled pull up for a prolonged period of time. Therefore, although allegations above may have happened or are valid, there is not a preponderance of evidence to provide the alleged violations did or did not occur, therefore the allegations are Unsubstantiated.
Per California Code of Regulations, Title 22, Division 12, Chapter 1, no deficiency is cited. An Exit interview was conducted with Licensee. Appeal Rights were provided.
